The Standing Senate Committee on Rules, Procedures and the Rights of Parliament met in camera at 9:35 a.m., this day, in room 356-S, Centre Block, the Chair, the Honourable Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Andreychuck, Fraser, Grafstein, Harb, Hubley, Joyal, P.C., Losier-Cool, Milne, Smith, P.C., Stratton, (10).

Other senators present: The Honourable Senators Lavigne, Moore (2).

Also present: The official reporters of the Senate.

Also in attendance: From the Parliamentary Research Branch, Library of Parliament: Jamie Robertson and Margaret Young.

Pursuant to rule 92(2)(e), the committee proceeded in camera to consider its draft agenda.

It was agreed, that the Steering Committee meet with the Steering Committee of Internal Economy to discuss how best to address their concerns related to the budget process for committee work.

Pursuant to rule 92(2)(f), the committee proceeded in camera to consider a draft report.

Pursuant to the Order of Reference adopted by the Senate on Friday, February 13, 2004, the committee continued its examination on the consideration of a code of conduct for senators. (See Issue No.1, Tuesday, February 17, 2004, for the full text of the Order of Reference.)

At 11:29 a.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Friday, February 13, 2004, the committee continued its examination on the consideration of a code of conduct for senators. (See Issue No.1, Tuesday, February 17, 2004, for the full text of the Order of Reference.)

Pursuant to the Order of Reference adopted by the Senate on Thursday, February 26, 2004, the committee began its examination of Bill C-4, to amend the Parliament of Canada Act (Ethics Commissioner and Senate Ethics Officer) and other Acts in consequence.

APPEARING:

The Honourable Jack Austin, P.C., Leader of Government in the Senate;

The Honourable Irwin Cotler, P.C., M.P., Minister of Justice.

WITNESS:

From the Department of Justice:

Mr. Henry L. Molot, Q.C., c.r., Senior General Counsel Constitutional and Administrative Law Section.

The Honourable Senator Jack Austin made a brief presentation.

The Honourable Irwin Cotler made a brief presentation.

Together, Sen. Austin and Minister Cotler answered questions.

Mr. Henry L. Molot was invited to the Table for the purpose of answering a technical question.

At 1:30 p.m., the committee adjourned to the call of the Chair.
