The Standing Senate Committee on Aboriginal Peoples met at 9:30 a.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Nick G. Sibbeston, presiding.

Members of the committee present: The Honourable Senators Christensen, Forrestall, Gustafson, Léger, Pearson, Sibbeston, and Watt (7).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Lisa Patterson and Frédéric Beauregard-Tellier.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, November 4, 2004, the committee continued its study on the involvement of aboriginal communities and businesses in economic development activities in Canada. (See Issue No. 2, Wednesday, November 17, 2004, for the full text of the Order of Reference.)

WITNESSES:

Bob Anderson, Associate Professor, Faculty of Administration.

Dogrib Treaty 11 Council:

John B. Zoe, Chief Negotiator;

Alexis Arrowmaker, Elder Advisor;

Harry Simpson, Elder Advisor;

Bertha Rabesca-Zoe, Legal Counsel;

James Rabesca, Interpreter.

Mr. Anderson made a statement and answered questions.

At 10:16 a.m., the committee suspended.

At 10:18 a.m., the committee resumed the meeting.

Mr. Zoe and Mr. Arrowmaker each made a statement, the latter interpreted in English by Mr. Rabesca, and, with Mr. Simpson and Ms. Rabesca-Zoe, answered questions.

At 11:17 a.m., the committee adjourned to the call of the Chair.

Mr. Altman made a statement via videoconference and answered questions.

At 6:45 p.m., Senator St. Germain, P.C., took the Chair.

Members of the committee present: The Honourable Senators Buchanan, P.C., Léger, Pearson, Sibbeston, St. Germain, P.C. and Watt (6).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Lisa Patterson, Mary Hurley and Frédéric Beauregard-Tellier, analysts.

Pursuant to the Order of Reference adopted by the Senate on Thursday, November 4, 2004, the committee continued its study on the involvement of aboriginal communities and businesses in economic development activities in Canada. (See Issue No. 2, Wednesday, November 17 for the full text of the Order of Reference.)

Pursuant to rule 92(2)(e) of the Rules of the Senate, the committee considered a draft agenda.

It was agreed that staff remain.

At 10:20 a.m., the committee adjourned to the call of the Chair.
