The Standing Senate Committee on Aboriginal Peoples met at 6:15 p.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Nick G. Sibbeston, presiding.

Members of the committee present: The Honourable Senators Angus, Austin, P.C., Buchanan, P.C., Christensen, Fitpatrick, Hubley, Kinsella, Léger, Sibbeston, St. Germain, P.C. (10).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Mary Hurley, Lisa Patterson and Frédéric Beauregard-Tellier.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Monday, December 13, 2004, the committee began its consideration of Bill C-14, An Act to give effect to a land claims and self-government agreement among the Tlicho, the Government of the Northwest and the Government of Canada, to make related amendments to the Mackenzie Valley Resource Management Act and to make consequential amendments to other acts.

APPEARING:

Roy Erasmus, Director of Negotiations and Acting Chief Negotiator;

Martin Goldney, Legal Counsel.

Mr. Scott made an opening statement and, together with Ms. Barnes, Ms. Isaak, Ms. Douglas, Mr. Stringham, Mr. Ashton and Ms. Carrier answered questions.

At 7:17 p.m., the committee suspended.

At 7:24 p.m., the committee resumed.

Mr. Handley made an opening statement and, together with Mr. Erasmus and Mr.Goldney, answered questions.

At 7:55 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Monday, December 13, 2004, the committee continued its consideration of Bill C-14, An Act to give effect to a land claims and self-government agreement among the Tlicho, the Government of the Northwest and the Government of Canada, to make related amendments to the Mackenzie Valley Resource Management Act and to make consequential amendments to other acts.

WITNESSES:

Dogrib Treaty 11 Council:

Deputy Grand Chief Charlie J. Nitsiza;

John B. Zoe, Chief Negotiator;

Richard B. Salter, Legal Counsel;

Bertha Rabesca-Zoe, Legal Counsel;

Eddie Erasmus, Negotiator.

Mr. Nitsiza and Mr. Zoe each made a statement; the former interpreted in English by Mr. Erasmus, and, with Mr. Salter and Ms. Rabesca-Zoe, answered questions.

At 11:10 a.m., the committee adjourned to the call of the Chair.

At 7:32 p.m., the committee resumed.

Mr. Enge made a presentation and answered questions.

At 8:12 p.m. it was agreed that the committee proceed to clause by clause consideration of Bill C-14.

It was agreed that the title, the preamble and clause 1 stand postponed.

It was agreed that clause 2 carry.

It was agreed that clauses 3 and 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

It was agreed that clause 7 carry.

It was agreed that clause 8 carry.

It was agreed that clauses 9 to 14 carry.
