The Standing Senate Committee on Aboriginal Peoples met at 9:09 a.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Nick G. Sibbeston, presiding.

Members of the committee present: The Honourable Senators Léger, Pearson, Peterson, Sibbeston and St. Germain, P.C. (5).

In attendance: From the Parliamentary Information and Research Service, Library of Parliament: Mary Hurley and Lisa Patterson.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 22, 2005, the committee continued its examination of the subject matter of Bill S-16, providing for the Crown's recognition of self-governing First Nations of Canada. (See Issue No. 6, Tuesday, May 3, 2005, for the full text of the Order of Reference.)

WITNESSES:

St. Thomas University:

Michael Posluns, Associate Professor, Native Studies Programme.

Congress of Aboriginal Peoples:

Dwight A. Dorey, National Chief;

Patrick Brazeau, Vice-Chief.

Professor Posluns made a presentation and answered questions.

Chief Dorey made opening remarks and Vice-Chief Brazeau made a presentation. They both answered questions.

It was agreed that the following material be filed as exhibits with the Clerk of the Committee.

- Letter from Senator Sibbeston to the Senate Law Clerk, Mark Audcent, dated May 13, 2005, raising questions about Bill S-16 (Exhibit 5900-1.38/A1-SS-1-9-''1'')

- Legal opinion from Michael Clegg, Q.C., dated June 3, 2005 (Exhibit 5900-1.38/ A1-SS-1-7-''2'')

- Forwarding letter from the Law Clerk to the Clerk of the Committee, dated June 6, 2005 (Exhibit 5900-1.38/A1- SS- 1-7-''3'')

At 11:05 a.m., it was agreed that the committee adjourn to the call of the Chair.

Members of the committee present: The Honourable Senators Buchanan. P.C., Gustafson, Léger, Peterson, Sibbeston and Watt (6).

Pursuant to the Order of Reference adopted by the Senate on Thursday, November 4, 2004, the committee continued its study on the involvement of aboriginal communities and businesses in economic development activities in Canada. (See Issue No. 2, Wednesday, November 17, 2004, for the full text of the Order of Reference.)

Brian Wilson, Director, Programs Division, Science and Programs Branch, Canadian Forest Service.

First Nations Lands Advisory Board:

Bill Williams, Chief of Squamish First Nation;

Barry Seymour, Former Chief of Lheidli T'enneh First Nation.

Mr. Farrell and Mr. Wilson each made a presentation and answered questions.

Chief Louie, Chief Williams and Mr. Seymour each made a presentation and answered questions.

At 8:32 p.m., it was agreed that the committee adjourn to the call of the Chair.
