The Standing Senate Committee on Banking, Trade and Commerce met this day, at 4:05 p.m. in room 505, Victoria Building, the Chair, the Honourable Jerahmiel S. Grafstein, presiding.

Members of the committee present: The Honourable Senators Angus, Banks, Fitzpatrick, Grafstein, Harb, Hervieux-Payette, P.C., Kinsella, Meighen, Moore, Oliver, Plamondon, and Tkachuk (12).

Other senator present: The Honourable Senator St. Germain (1).

In attendance: June Dewetering and Jean Dupuis, Analysts, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 20, 2004, the committee began its consideration of the present state of the domestic and international financial system.

WITNESSES:

Bank of Canada:

David Dodge, Governor;

Paul Jenkins, Senior Deputy Governor.

The Chair made an opening statement.

Mr. Dodge made a statement and with Mr. Jenkins answered questions.

The Chair made a closing statement.

At 5:59 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Banking, Trade and Commerce met this day, at 11:06 a.m. in room 505, Victoria Building, the Chair, the Honourable Jerahmiel S. Grafstein, presiding.

Members of the committee present: The Honourable Senators Angus, Christensen, Fitzpatrick, Grafstein, Harb, Hervieux-Payette, P.C., Meighen, Moore, Oliver, Plamondon, and Tkachuk (11).

In attendance: Jean Dupuis, Analysts, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 17, 2004, the committee began its consideration of S-17, An Act to implement an agreement, conventions and protocols concluded between Canada and Gabon, Ireland, Armenia, Oman and Azerbaijan for the avoidance of double taxation and the prevention of fiscal evasion.

WITNESSES:

Office of the Minister of Finance:

John McKay, P.C., M.P., Parliamentary Secretary to the Minister of Finance.

Department of Finance:

Brian Ernewein, Director, Tax Legislation Division, Tax Policy Branch;

David Sénécal, Tax Policy Officer, Tax Treaties, Tax Legislation Division, Tax Policy Branch.

Foreign Affairs Canada:

Deborah Chatsis, Human Rights, Humanitarian Affairs and International Women's Equality Division.

The Chair made an opening statement.

Mr. McKay made a statement and with Mr. Ernewein, Mr. Sénécal and Ms. Chatsis answered questions.

It was agreed that the committee move to clause-by-clause consideration of Bill S-17.

It was agreed that the long title and the short title contained in clause 1 stand postponed.

It was agreed that clauses 2, 3, 4, 5 and 6 carry.

It was agreed that schedules 1, 2, 3, 4 and 5 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill be adopted without amendment.

It was agreed that the bill be reported without amendment and without observations, at the next sitting of the Senate.

At 12:20 p.m., the committee proceeded in camera, pursuant to rule 92(2)(e) for the purpose of considering its agenda.

It was agreed that the committee would hold hearings on Wednesday, December 1, 2004 and Thursday, December 2, 2004 on issues dealing with charitable giving in Canada.

It was agreed that the committee, if authorized to do so, would sit until 9 p.m. on Wednesday, December 1, 2004.

It was agreed that the Subcommittee on Agenda and Procedure would decide which witnesses would appear on Wednesday, December 1, 2004 and Thursday, December 2, 2004.

At 12:26 p.m., the committee adjourned to the call of the Chair.
