The Standing Senate Committee on National Security and Defence met this day in camera at 9:30 a.m., in room 7, Victoria Building, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Atkins, Day, Forrestall, Kenny, Meighen, Munson and Nolin (7).

In attendance: From the Parliamentary Research Branch, Library of Parliament: William Price and Steven James, Analysts; Major-General (Ret'd) Keith McDonald, Senior Military Advisor; Barry Denofsky, National Security Advisor; and Inspector Harold O'Connell, RCMP Liaison Officer.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 29, 2005, the committee continued its examination of Bill C-26, An Act to establish the Canada Border Services Agency. (See Issue No. 26, Monday, October 17, 2005, of the committee's proceedings for the full text of the Order of Reference.)

In accordance with rule 92(2)(e), the committee considered its draft agenda.

At 10:10 a.m., the committee suspended its sitting.

At 10:12 a.m., the committee resumed its sitting in public in room 2, Victoria Building.

APPEARING:

The Honourable Anne McLellan, P.C., M.P., Deputy Prime Minister and Minister of Public Safety and Emergency Preparedness.

WITNESSES:

Alain Jolicoeur, President.

Ron Moran made a statement and, together with Jean-Pierre Fortin, answered questions.

At 11:35 a.m., the committee suspended its sitting.

At 11:40 a.m., the committee resumed its sitting.

The Honourable Anne McLellan, P.C., made a statement and, together with Alain Jolicoeur, answered questions.

At 1:50 p.m., the committee suspended its sitting.

At 1:52 p.m., the committee resumed its sitting.

It was agreed that the committee complete clause by clause consideration of Bill C-26.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1 stand postponed.

It was agreed that clause 2 carry.

It was agreed that clauses 3, 4 and 5 carry.

It was agreed that clause 6 carry.

It was agreed that clauses 7, 8, 9 and 10 carry.

It was agreed that Bill C-26 be adopted without amendment.

The committee discussed observations to be appended to the report.

After debate, it was agreed that the Chair report Bill C-26, with observations, at the next sitting of the Senate.

At 2:10 p.m., the committee suspended its sitting.

At 2:15 p.m., the committee resumed its sitting in camera in room 7, Victoria Building.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 20, 2004, the committee continued its examination on the need for a national security policy for Canada. (See Issue No. 1, Monday, October 25, 2004, of the Committee's Proceedings for the full text of the Order of Reference.)

In accordance with rule 92(2)(e), the committee considered its draft agenda.

At 2:25 p.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Atkins, Banks, Kenny, Meighen, Munson and Nolin (6).

In attendance: From the Parliamentary Research Branch, Library of Parliament: William Price and Steven James, Analysts; Major-General (Ret'd) Keith McDonald, Senior Military Advisor; and Barry Denofsky, National Security Advisor.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 20, 2004, the committee continued its examination on the need for a national security policy for Canada. (See Issue No. 1, Monday, October 25, 2004, of the Committee's Proceedings for the full text of the Order of Reference.)

In accordance with rule 92(2)(f), the committee considered its draft report.

It was moved by the Honourable Senator Banks that, subject to minor editorial edits as approved by the Chair and Deputy Chair, the committee adopt the draft report.

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Banks that Senator Nolin have license to edit the French version of the report accordingly.

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Banks that the report be tabled at the earliest opportunity.

The question being put on the motion, it was adopted.

At 1:22 p.m., the committee adjourned to the call of the Chair.
