The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, in room 257, East Block, at 9:05 a.m., the Chair, the Honourable Tommy Banks, presiding.

Members of the committee present: The Honourable Senators Adams, Angus, Banks, Buchanan, P.C., Christensen, Cochrane, Cowan, Hubley, Lavigne, Losier-Cool, Milne, Rompkey, P.C., and Spivak (13).

In attendance: From the Research Branch of the Library of Parliament: Lynne Myers, Research Analyst, Science and Technology, Frédéric Beauregard-Tellier, Economics Division and Kristen Douglas, Law and Government Division.

Also in attendance: The official reporters of the Senate and William Sharpe, Legal Analyst to the committee.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, February 7, 2005, the committee continued its consideration of Bill C-15, An Act to amend the Migratory Birds Convention Act, 1994 and the Canadian Environment Protection Act, 1999. (For a complete text of the Order of Reference, see proceedings of the committee, Issue No. 7.)

The Honourable Senator Milne moved that the committee dispense with clause-by-clause consideration of Bill C-15 and report the bill to the Senate without amendment.

The question being put on the motion, it was adopted, by a show of hands: YEAS: 7; NAYS: 3; ABSTENTIONS: 1.

A discussion took place on Bill C-15.

It was agreed that the bill be reported at the next sitting of the Senate without amendments but with observations, on division.

At 10:15 a.m., the committee suspended.

At 10:20 a.m., the committee resumed in camera pursuant to rule 92(2)(f) for the consideration of a draft report.

The Honourable Senator Spivak moved that the final text of the observations be finalized by the Chair and Deputy Chair.

The question being put on the motion, it was adopted.

At 11:20 a.m., the committee adjourned to the call of the Chair.
