The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, in camera, in room 257, East Block, at 5:24 p.m., the Chair, the Honourable Tommy Banks, presiding.

Members of the committee present: The Honourable Senators Banks, Buchanan, P.C., Cochrane, Gustafson, Milne and Spivak (6).

In attendance: From the Research Branch of the Library of Parliament: Lynne Myers, Research Analyst, Science and Technology and Frédéric Beauregard-Tellier, Economics Division.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 19, 2004, the committee continued its study of emerging issues related to its mandate. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1.)

Pursuant to rule 92(2)(f) the committee proceeded to the consideration of a draft report.

It was moved that the Chair be empowered to make editorial and grammatical changes to the interim report.

The question being put on the motion, it was adopted.

The Honourable Senator Cochrane moved that the committee travel to Paris and Vienna from September 6-13, 2005.

The question being put on the motion, it was adopted.

At 8:20 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, in room 257, East Block, at 5:10 p.m., the Chair, the Honourable Tommy Banks, presiding.

Members of the committee present: The Honourable Senators Angus, Banks, Buchanan, P.C., Cochrane and Milne (5).

Other senator present: The Honourable Senator Nancy Ruth (1).

In attendance: From the Research Branch of the Library of Parliament: Lynne Myers, Research Analyst, Science and Technology and Frédéric Beauregard-Tellier, Economics Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 19, 2004, the committee continued its study of emerging issues related to its mandate. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Privy Council Office:

Alex Himelfarb, Clerk of the Privy Council and Secretary to the Cabinet;

Simon Kennedy, Assistant Secretary to the Cabinet, Economic and Regional Development Policy.

The Chair made an opening statement.

Mr. Himelfarb made a presentation.

Mr. Himelfarb and Mr. Kennedy answered questions.

The Chair made a closing statement.

At 6:40 p.m., the committee suspended.

At 6:41 p.m., the committee resumed in camera pursuant to rule 92(2)(e) for consideration of a draft agenda.

It was agreed that the committee proceed to hear witnesses on Bill S-12 and that the Chair request the evidence received from previous sessions on this Act be referred to the committee.

Pursuant to rule 92(2)(f), the committee proceeded to consider a draft report.

It was agreed that the committee would include in the interim report a reference to Mr. Himelfarb's presentation and to theup-coming report by the House of Commons Committee on Environment and Sustainable Development.

It was moved by the Honourable Senator Milne that the interim report be adopted.

The question being put on the motion, it was agreed.

At 7:10 p.m., the committee adjourned to the call of the Chair.

The Chair made a closing statement.
