The Standing Senate Committee on Foreign Affairs met this day at 5:04 p.m. in room 160-S of the Centre Block, the Deputy Chairman, the Honourable Consiglio Di Nino, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Corbin, Di Nino, Downe, Mahovlich, Prud'homme, P.C., Robichaud, P.C. and Stratton (8).

Also present: From the Parliamentary Research Branch of the Library of Parliament: Michael Holden, Analyst.

In attendance: The official reporters of the Senate.

Pursuant to the Order of Reference passed by the Senate on Wednesday, December 8, 2004, the committee continued to examine the development and security challenges facing Africa; the response of the international community to enhance that continent's development and political stability; Canadian foreign policy as it relates to Africa; as well as other matters related thereto. (For the full text of the Order of Reference, see Issue No. 3, Tuesday, December 14, 2004.)

Adebayo Olukoshi, Executive Director

As individuals:

Bonnie Campbell, Professor, Université du Québec à Montréal;

John Harker, President and Vice-Chancellor, Cape Breton University.

Mr. Olukoshi made a presentation and answered questions.

At 5:48 p.m., the sitting was suspended.

At 5:52 p.m., the committee resumed sitting.

Ms. Campbell and Mr. Harker made presentations and answered questions.

At 6:41 p.m., the committee adjourned to the call of the Chair.
