The Standing Senate Committee on Foreign Affairs met this day in camera at 5:13 p.m. in Room 160-S of the Centre Block, the Chairman, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Corbin, De Bané, P.C., Di Nino, Grafstein, Prud'homme, P.C., Robichaud, P.C., Segal and Stollery (9).

Also present: From the Parliamentary Research Branch of the Library of Parliament: Peter Berg and Michael Holden, Analysts.

Pursuant to the Order of Reference adopted by the Senate on Wednesday December 8, 2004, the committee continued to examine the development and security challenges facing Africa; the response of the international community to enhance that continent's development and political stability; Canadian foreign policy as it relates to Africa and other related matters. (For the full text of the Order of Reference, see Issue No. 13, Tuesday, December 14, 2004).

Pursuant to rule 92(2)(e), the committee considered a draft agenda.

The committee discussed future business.

The Honourable Senator De Bané, P.C., made a presentation on his participation in the Conference of the Parliamentary Network on the World Bank held in Helsinki, Finland from October 21 to 23, 2005.

It was agreed that an invitation be extended to the President of the Council of the Federation of the Russian Federation.

The Chairman made a presentation on the fact-finding visit to Africa.

At 6:27 p.m., the committee adjourned to the call of the Chair.

Ms. Brown, Ms. Bérard, Ms. Wright and Mr. Lemelin answered questions.

At 5:20 p.m., proceedings were suspended.

At 5:30 p.m., the committee reconvened.

Ms. Siddall and Mr. Gilbert answered questions.

The Honourable Senator Corbin moved that Ms. Siddall's speaking notes be printed along with this day's proceedings.

The question being put on the motion, it was adopted.

At 6:05 p.m., the committee adjourned to the call of the Chair.
