The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 4:10 p.m., in room 257, East Block, the Honourable Lise Bacon, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bacon, Joyal, P.C, Kinsella, Mercer, Nolin, Pearson, Ringuette and Rivest (9).

Other senator present: The Honourable Senator Prud'homme (1).

In attendance: From the Library of Parliament, Margaret Young and Megan Furi, Analysts.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, December 7, 2004, the committee began its consideration of Bill C-302, an act to change the name of the electoral district of Kitchener—Wilmot—Wellesley—Woolwich; and

Pursuant to the Order of Reference adopted by the Senate on Tuesday, December 7, 2004, the committee began its consideration of Bill C-304, an act to change the name of the electoral district of Battle River.

WITNESSES:

House of Commons:

Lynn Myers, M.P., Kitchener—Wilmot—Wellesley— Woolwich, and Sponsor of Bill C-302 in the House of Commons; and

John Reynolds, M.P., Sponsor of Bill C-304 in the House of Commons.

The witnesses each made an opening statement and, together, answered questions.

The committee proceeded to the consideration of a draft agenda.

At 5:15 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 1, 2005, the committee began its consideration of Bill C-36, an act to change the boundaries of the Acadie—Bathurst and Miramichi electoral districts.

The Honourable Mauril Bélanger, P.C., M.P., Deputy Leader of the Government in the House of Commons and Minister responsible for Democratic Reform.

The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 10:55 a.m., in room 257, East Block, the Honourable Lise Bacon, Chair, presiding.

Other senator present: The Honourable Senator Banks (1).

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 28, 2004, the committee began its consideration of Bill S-5, an act to repeal legislation that has not come into force within ten years of receiving royal assent.

WITNESSES:

The Honourable Tommy Banks, Sponsor of the Bill.

Justice Canada:

John Mark Keyes, A/Deputy Chief, Legislative Counsel, Drafting Services Group;

Christine Landry, Senior Counsel, Legal and Policy Advisory Section.

The Honourable Senator Banks made an opening statement and answered questions.

Mr. Keyes made a statement and answered questions.

It was agreed that the suggested amendments submitted by Justice Canada be filed as an exhibit (Exhibit 5900-1.38/ L1-S-5, 5, ``1'').

It was agreed that the document entitled ``Proposed Process for Repeals'' be filed as an exhibit (Exhibit 5900-1.38/ L1-S-5, 5, ``2'').

It was agreed that the document entitled ``Bill S-5 — Statutes Repeal Act — Acts or Provisions of Acts enacted after 1985 and prior to 1997 that have not yet been brought into force as of August 31, 2004'' be filed as an exhibit (Exhibit 5900-1.38/L1-S-5, 5, ``3'').

At 12:15 p.m., the committee adjourned to the call of the Chair.
