The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 4:17 p.m., in room 257, East Block, the Honourable Lise Bacon, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bacon, Joyal, P.C, Mercer, Milne, Pearson and Ringuette (7).

Other senator present: The Honourable Senator Callbeck (1).

In attendance: From the Library of Parliament, Margaret Young and Wade Raaflaub, Analysts.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 22, 2005, the committee continued its consideration of Bill C-10. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 9.)

WITNESSES:

Psychiatric Patient Advocate Office:

David Simpson, Program Manager;

Stanley K. Stylianos, Program Manager.

Empowerment Council and Mental Health Legal Advocacy Coalition:

Jennifer Chambers, Coordinator, Empowerment Council and Co-Chair, Mental Health Legal Advocacy Coalition.

Canadian Association for Community Living:

Dr. Michael Bach, Executive Vice-President.

Department of Justice Canada:

Catherine Kane, Senior Counsel/Director, Policy Centre for Victim Issues.

Mr. Stylianos, Mr. Simpson, Ms. Chambers and Dr. Bach each made opening statements and, together, answered questions.

Ms. Kane answered questions.

It was agreed that the Honourable Senator Ringuette serve as Acting Chair on Thursday, April 21, 2005.

At 6:17 p.m., the committee adjourned to the call of the Chair.

Dr. John Bradford, President, Canadian Academy of Psychiatry and the Law;

Dr. Blake Woodside, Chairman of the Board.

Canadian Psychological Association:

Dr. David Nussbaum, Chair, Section on Psychopharmacology;

Dr. Karen R. Cohen, Associate Executive Director.

Dr. Bradford and Dr. Nussbaum made opening statements and, with the other witnesses, answered questions.
