The Standing Senate Committee on Social Affairs, Science and Technology, to which was referred Bill S-2, to amend the Citizenship Act, met this day at 4:01 p.m. to give clause-by-clause consideration to the bill.

The Deputy Chairman: Honourable senators, if you agree, we will now proceed with our consideration of Bill S-2, which, in its previous life, was Bill S-17, sponsored by Senator Kinsella.

Honourable senators will recall that the bill would amend section 2 of the Citizenship Act. It deals with individuals who lost their Canadian citizenship before the current act came into effect in 1977 as a result of their parent or parents acquiring another nationality or because they renounced their Canadian citizenship. These individuals would not be required to be permanent residents and to have been physically present for a year to resume their Canadian citizenship. They would simply have to apply to Citizenship and Immigration Canada for a resumption of their citizenship.

In its last iteration as Bill S-17, the bill was adopted by the committee unanimously on May 6. The bill was reported to the Senate without amendment the same day. As well, it received third reading and was passed that day.

The steering committee felt that there was no need to recall the witnesses and that we could move to clause-by-clause consideration of the bill today.

Would you care to comment, Senator Kinsella?

Senator Kinsella: I agree with you, Mr. Chairman. All that was needed to have been said has been said.
