The Standing Senate Committee on Banking, Trade and Commerce met in camera at 4:20 p.m., this day, in room 505, Victoria Building, the Chair, the Honourable Jerahmiel S. Grafstein, presiding.
Members of the committee present: The Honourable Senators Eyton, Fitzpatrick, Goldstein, Grafstein, Harb, Massicotte, Meighen, Moore and Tkachuk (9).
Other senator present: The Honourable Senator Phalen (1).
In attendance: Philippe Bergevin, June Dewetering and Sheena Starky, Research Officers, Library of Parliament.
Pursuant to rule 92(2)(f), the committee considered draft reports.
The committee considered the following draft budget application:
Professional and Other Services | $26,000 |
Transportation and Communications | — |
All Other Expenditures | 2,000 |
TOTAL | $28,000 |
It was moved by the Honourable Senator Harb that the draft budget concerning the study on consumer issues arising in the financial services sector in the amount of $28,000 be adopted and that the Chair present the same to the Committee on Internal Economy, Budgets and Administration.
The question being put on the motion, it was adopted.
The committee proceeded to consider its second draft report.
The committee considered the following draft budget application:
Professional and Other Services | $ 9,000 |
Transportation and Communications | — |
All Other Expenditures | 1,500 |
TOTAL | $ 10,500 |
It was moved by the Honourable Senator Harb that the draft budget concerning the study on issues dealing with the demographic change that will occur in Canada within the next two decades in the amount of $10,500 be adopted and that the Chair present the same to the Committee on Internal Economy, Budgets and Administration.
The question being put on the motion, it was adopted.
The committee proceeded to consider its third draft report.
The committee considered the following draft budget application:

It was moved by the Honourable Senator Goldstein that the draft budget concerning the study on issues dealing with interprovincial barriers to trade in the amount of $9,000 be adopted and that the Chair present the same to the Committee on Internal Economy, Budgets and Administration.
The question being put on the motion, it was adopted.
The committee proceeded to consider its fourth draft report.
The committee considered the following draft budget application:

It was moved by the Honourable Senator Harb that the draft budget concerning the review of the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (S.C. 2000, c. 17) pursuant to section 72 of the said Act, in the amount of $10,500 be adopted and that the Chair present the same to the Committee on Internal Economy, Budgets and Administration.
The question being put on the motion, it was adopted.
The committee proceeded to consider its fifth draft report.
The committee considered the following draft budget application:

It was moved by the Honourable Senator Meighen that the draft budget concerning Legislation in the amount of $30,000 be adopted and that the Chair present the same to the Committee on Internal Economy, Budgets and Administration.

The committee proceeded to consider its sixth draft report.
The committee considered the following draft budget application:

It was moved by the Honourable Senator Moore that the draft budget concerning the committee being authorized to examine and report upon the present state of the domestic and international financial system in the amount of $122,600 be adopted and that the Chair present the same to the Committee on Internal Economy, Budgets and Administration.
The question being put on the motion, it was adopted.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 2, 2006, the committee continued its study pertaining to the consumer issues arising in the financial services sector. (For the complete text of Order of Reference see proceedings of the committee, Issue No. 2.)
The committee proceeded to consider a draft report entitled "Consumer Protection in the Financial Services Sector: THE UNFINISHED AGENDA.''
It was moved by the Honourable Senator Harb that the corrections discussed during the meeting be incorporated in the report and that the members of the Steering Committee be mandated to review and approve the final version of the report and that the Chair proceed with the tabling of this final version in the Senate as soon as practical.
The question being put on the motion, it was adopted.
At 6:10 p.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Angus, Eyton, Fitzpatrick, Goldstein, Grafstein, Harb, Massicotte, Meighen and Moore (9).
In attendance: June Dewetering and Sheena Starky, Research Officers, Library of Parliament.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 2, 2006, the committee began its study pertaining to issues dealing with the demographic change that will occur in Canada within the next two decades.
Pursuant to rule 92(2)(f), the committee considered a draft report entitled "PRIORITY ACTIONS: Solutions to address the implications of demographic change.''
It was moved by the Honourable Senator Meighen that the corrections discussed during the meeting be incorporated in the report and that the members of the Steering Committee be mandated to review and approve the final version of the report and that the Chair proceed with the tabling of this final version in the Senate as soon as practical.
After debate, the question being put on the motion, it was adopted.
At 12:40 p.m., Eric Mikkelborg of the Communications Directorate presented the Communication Plan concerning the Consumer Report.
At 1:15 p.m., the committee adjourned to the call of the Chair.
