The Standing Senate Committee on Banking, Trade and Commerce met at 4:15 p.m., this day, in room 9, Victoria Building, the Deputy Chair, the Honourable W. David Angus, presiding.
Members of the committee present: The Honourable Senators Angus, Campbell, Eyton, Goldstein, Grafstein, Harb, Massicotte and Meighen (8).
In attendance: June Dewetering and Philippe Bergevin, Analysts, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on May 2, 2006, the committee continued its study on issues dealing with interprovincial barriers to trade. (For complete text of the order of reference, see proceedings of the committee, Issue No. 5)

At 4:15 p.m., Mr. Hubich and Mr. Brown each made a statement and answered questions.

The Standing Senate Committee on Banking, Trade and Commerce met at 10:55 a.m., this day, in room 9, Victoria Building, the Chair, the Honourable Jerahmiel S. Grafstein, presiding.
Members of the committee present: The Honourable Senators Angus, Goldstein, Grafstein, Harb, Moore, Segal and Tkachuk (7).

Pursuant to the Order of Reference adopted by the Senate on Tuesday, June 5, 2007, the committee began its study of Bill C-40, to amend the Excise Tax Act, the Excise Act, 2001 and the Air Travellers Security Charge Act and to make related amendments to other Acts.

At 10:55 a.m., Ms. Ablonczy made a statement and, together with the other witnesses, answered questions.
At 12:15 p.m., it was agreed that the committee proceed to clause-by-clause consideration of Bill C-40, to amend the Excise Tax Act, the Excise Act, 2001 and the Air Travellers Security Charge Act and to make related amendments to other Acts.
Leave was granted by the committee to group the clauses of the Bill.
It was agreed that the title stand postponed.
It was agreed that the short title in clause 1 stand postponed.
It was agreed that clauses 2 to 63, the amendments in respect of the Goods and Services Tax/Harmonized Sales Tax, carry.
It was agreed that clauses 64 to 66, the amendments in respect of Excise Taxes, carry.
It was agreed that clauses 67 to 133, the amendments to the Excise Act, 2001, carry.
It was agreed that clause 134, the amendment to the Access to Information Act, carry.
It was agreed that clauses 135 to 141, the amendments to the Customs Act, carry.
It was agreed that clause 142, the amendment to the Customs Tariff, carry.
It was agreed that clause 143, the amendment to the Excise Tax Act, carry.
It was agreed that clauses 144 to 156, the amendments to the Air Travellers Security Charge Act, carry.
It was agreed that clause 157, the coordinating amendment to Bill C-28, carry.
It was agreed that the short title in clause 1 carry.
It was agreed that the title carry.
It was agreed that Bill C-40 carry.
It was agreed that the Chair report Bill C-40 without amendments to the Senate.
At 12:18 p.m., the committee adjourned to the call of the Chair.
