The Standing Senate Committee on National Security and Defence met this day in camera at 5:10 p.m., in room 705, Victoria Building, the Chair, the Honourable Colin Kenny, presiding.

Members of the committee present: The Honourable Senators Atkins, Banks, Campbell, Day, Forrestall, Kenny, Meighen and Moore (8).

In attendance: From the Parliamentary Research Branch, Library of Parliament: William Price, Brigadier-General (Ret'd) Jim Cox and Steven James, Analysts; Major General (Ret'd) Keith McDonald, Senior Military Advisor; Colonel Pierre Boucher, Captain (N) Peter Hoes and Colonel Tom Watt, DND Liaison Officers; and Dan Turner, Consultant.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 27, 2006, the committee continued its examination on the need for a national security policy for Canada. (See Issue No. 1, Tuesday, April 25, 2006, of the committee's proceedings for the full text of the Order of Reference.)

In accordance with rule 92(2)(e), the committee considered its draft report.

At 6:40 p.m., the committee suspended its sitting.

At 6:45 p.m., the committee resumed its sitting.

It was moved by the Honourable Senator Meighen:

That the committee conduct a fact-finding visit to CFB Petawawa from June 12-13, 2006;

That the budget proposal for 2006-2007 be reduced by $5,850 to reflect the reduction on the number of days of the fact-finding visit; and

That the Chair re-submit same to the Standing Committee on Internal Economy, Budgets and Administration.

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Meighen that the order of reference agreed to by the Senate on May 11, 2006 be referred to the Subcommittee on Veterans Affairs.

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Forrestall that, subject to minor editorial edits as approved by the chair and deputy chair, the committee adopt pages 1 to 36 of the draft report.

The question being put on the motion, it was adopted.

At 9:10 p.m., the committee adjourned to the call of the chair.
