The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8:50 a.m., in room 2, Victoria Building, the Chair, the Honourable Tommy Banks, presiding.

Members of the committee present: The Honourable Senators Adams, Angus, Banks, Cochrane, Milne and Spivak (6).

In attendance: From the Research Branch of the Library of Parliament: Lynne Myers and Frédéric Beauregard-Tellier.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, December 13, 2006, the committee began its study on Bill S-210, to amend the National Capital Act (establishment and protection of Gatineau Park).

WITNESSES:

Senate of Canada:

The Honourable Senator Mira Spivak, sponsor of the bill.

The New Woodlands Preservation League:

Andrew McDermott, Chair;

Jean-Paul Murray, President.

The Chair made an opening statement.

The Honourable Spivak, Mr. McDermott and Mr. Murray made a presentation and answered questions.

The Honourable Senator Milne moved that the following special study budget application be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

SUMMARY OF EXPENDITURES

Professional and Other Services    $ 8,000
Transportation and Communications    —
All Other Expenditures    2,000
TOTAL    $ 10,000

The question being put on the motion, it was adopted.

The Honourable Senator Angus moved that the following legislative budget application be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

SUMMARY OF EXPENDITURES

Professional and Other Services    $ 12,000
Transportation and Communications    —
All Other Expenditures    2,000
TOTAL    $ 14,000

The question being put on the motion, it was adopted.

The Chair made a closing statement.

Other senator present: The Honourable Senator McCoy (1).

Pursuant to the Order of Reference adopted by the Senate on Wednesday, December 13, 2006, the committee continued its study on Bill S-210, to amend the National Capital Act (establishment and protection of Gatineau Park).
