The Standing Senate Committee on National Finance met this day at 9:03 a.m. in room 9, Victoria Building, the Chair, the Honourable Joseph A. Day, presiding.
Members of the committee present: The Honourable Senators Biron, Cowan, Day, Di Nino, Eggleton, P.C., Fox, P.C., Mitchell, Murray, P.C., Nolin, Ringuette, Rompkey, P.C., and Stratton (12).
Other senators present: The Honourable Senator Jaffer (1).
In attendance: Keli Hogan, Committee Clerk, the Senate; and Tara Gray, Nancy Holmes, and Lydia Scratch, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Monday, December 11, 2006, the committee began its study of Bill C-17, to amend the Judges Act and certain other acts in relation to courts.

Mr. Cherniak made a statement and, with Mr. Osborne, answered questions.
At 10:03 a.m., the committee suspended.
At 10:10 a.m., the committee resumed.
Mr. Cherniak continued to answer questions.
At 10:28 a.m., the committee suspended.
At 10:30 a.m., the committee resumed.
Mr. Toews made a statement and, with Ms. Bellis, answered questions.
It was moved by the Honourable Senator Cowan that the committee proceed to clause-by-clause consideration of Bill C-17, to amend the Judges Act and certain other Acts in relation to courts.
The question being put on the motion, it was adopted.
With leave, it was agreed to group clauses 2 to 36 according to parts of the Bill as indicated in the table of provisions.
It was agreed that the title stand postponed.
It was agreed that clause 1 stand postponed.
It was agreed that clauses 2 to 16 carry.
It was agreed that clauses 17 to 34 carry.
It was agreed that clauses 35 and 36 carry.
It was agreed that clause 1 carry.
It was agreed that the title carry.
It was agreed that the bill carry without amendment.
After debate, it was agreed that the committee append certain observations to its report on the bill, and that the Chair and the Honourable Senator Nolin be authorized to finalize the observations to reflect discussions.
It was agreed that the Chair report the bill to the Senate without amendment, but with observations.
At 11:40 a.m., the committee adjourned to the call of the Chair.
