The Standing Senate Committee on Foreign Affairs and International Trade met this day at 7:05 p.m. in room 160-S of the Centre Block, the Chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Corbin, Dawson, Downe, Smith, P.C. and Stollery (5).

Also present: From the Parliamentary Research Branch of the Library of Parliament: Allison Goody, Analyst.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 9, 2006, the committee continued to examine such issues that may arise from time to time relating to foreign relations generally. (For the full text of the Order of Reference, see Issue No. 10, February 6, 2007.)

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 13, 2007, the committee continued to study the effectiveness of Canada's promotion of democratic development abroad and the role of the Parliament of Canada in this context. (For the full text of the Order of Reference, see Issue No. 11, February 20, 2007.)

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 24, 2006, the committee continued to examine and report on the evacuation of Canadian citizens from Lebanon in July 2006. (For the full text of the Order of Reference, see Issue No. 6, November 1, 2006.)

The Honourable Senator Corbin moved that the committee adopt the draft budget for its special study on the effectiveness of Canada's promotion of democratic development and that the Chairman submit the following budget for approval to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and special services $ 5,500
Transportation and communications $ 500
Other expenses    $ 500
TOTAL $ 6,500

The question being put on the motion, it was resolved in the affirmative.

The Honourable Senator Dawson moved that the committee adopt the draft budget for its special study on the evacuation of Canadian citizens from Lebanon and that the Chairman submit the following budget for approval to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and special services $ 4,500
Transportation and communications $ 500
Other expenses    $ 500
TOTAL $ 5,500

The Honourable Senator Smith, P.C., moved that the committee adopt the draft budget for the study of bills and that the Chairman submit the following budget for approval to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and special services $ 3,000
Transportation and communications $ 750
Other expenses    $ 750
TOTAL $ 4,500

The question being put on the motion, it was resolved in the affirmative.

The Honourable Senator Smith, P.C., moved that the committee adopt the draft budget for its study of issues relating to foreign relations generally and that the Chairman submit the following budget for approval to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and special services $ 28,500
Transportation and communications $ 62,000
Other expenses   $ 1,500
TOTAL $ 92,000

The question being put on the motion, it was resolved in the affirmative.

It was agreed that the next meeting would be scheduled for the week of April 16, 2007.

At 7:12 p.m., the committee adjourned to the call of the Chair.

At 5:48 p.m., the Honourable Senator Stollery resigned as Chair of the Committee.

Since the chair position stood vacant, the Clerk of the Committee presided over the election of a chairman.

The Honourable Senator Stollery moved:

That the Honourable Senator Di Nino be appointed Chair of the Committee.

The question being put on the motion, it was resolved in the affirmative.

The Honourable Senator Andreychuk moved:

That the Honourable Senator Stollery be appointed Deputy Chair of the Committee.

The question being put on the motion, it was resolved in the affirmative.

At 5:51 p.m., the committee adjourned to the call of the Chair.
