The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:30 p.m., in room 257, East Block, the Chair, the Honourable Donald H. Oliver, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Baker, P.C., Bryden, Jaffer, Joyal, P.C., Milne, Nolin, Oliver, Ringuette, Rivest, Stratton, and Zimmer (12).

In attendance: Margaret Young and Robin MacKay, Analysts, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 22, 2006, the committee began its consideration of Bill S-3, to amend the National Defence Act, the Criminal Code, the Sex Offender Information Registration Act and the Criminal Records Act.

APPEARING:

The Honourable Gordon O'Connor, P.C., M.P., Minister of National Defence.

WITNESS:

National Defence:

Brigadier-General Ken Watkin, Judge Advocate General of the Canadian Forces.

The Chair made an opening statement.

Mr. O'Connor made a statement and, with Brigadier-General Watkin, answered questions.

At 6:00 p.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Baker, P.C., Bryden, Jaffer, Joyal, P.C., Milne, Oliver, Ringuette and Zimmer (8).

In attendance: Margaret Young, Analyst, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 22, 2006, the committee continued its consideration of Bill S-3, to amend the National Defence Act, the Criminal Code, the Sex Offender Information Registration Act and the Criminal Records Act.

The Chair made an opening statement.
