The Standing Senate Committee on Legal and Constitutional Affairs, to which was referred Bill C-16, to amend the Canada Elections Act, met this day at 10:55 a.m. to give clause-by-clause consideration to the bill.

The Chairman: Honourable senators, I call this meeting of the Standing Senate Committee on Legal and Constitutional Affairs to order.

Before we move to the business of the day, clause-by-clause consideration of Bill C-16, there are two matters I wish to bring before the committee. You will recall that it was agreed at a previous meeting that I would make a notice of motion today in the chamber to extend the time for the presentation of the final report on the Court Challenges Program from February 28, 2007 to June 30, 2007. I am reporting to you that I will do that this afternoon in the chamber.

The second thing is that, last evening, there arrived in the office of the clerk a paper prepared by Andrew Heard, Associate Professor of Political Science at Simon Fraser University. The paper is only in English, and copies of that English document are here. I should like the permission of this committee to have the paper circulated to honourable senators.

Is that agreed?

The Chairman: Is it agreed that the committee proceed to clause-by-clause consideration of Bill C-16 to amend the Canada Elections Act?

Hon. Senators: Agreed.

The Chairman: Shall the title stand postponed?

Senator Joyal: On division. I shall introduce an amendment to that at third reading. I do not want to delay the sitting this morning.

The Chairman: Clause 2 is carried on division.

Hon. Senators: Agreed.

The Chairman: Shall the bill carry?

Hon. Senators: Agreed.

Does the committee wish to discuss appending observations to the report?

Hon. Senators: No.

The Chairman: Honourable senators, is it agreed that this bill be reported on division without amendment and without observations?

Hon. Senators: Agreed.

The Chairman: Honourable senators, is there any further business to come before the committee?

Hon. Senators: No.
