The Standing Senate Committee on Aboriginal Peoples met at 9:34 a.m. this day, in room 160-S, Centre Block, the Honourable Senator Gerry St. Germain, Chair, presiding.
Members of the committee present: The Honourable Senators Campbell, Dallaire, Dyck, Peterson, Sibbeston and St. Germain, P.C. (6).
In attendance: Tonina Simeone, Analyst, Parliamentary Information and Research Services, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, November 21, 2007, the committee continued its consideration of the federal government's constitutional, treaty, political and legal responsibilities (For complete text of the order of reference, see proceedings of the committee, Issue No. 1).

Michel Roy, Senior Assistant Deputy Minister, Claims and Indian Government.
Department of Finance Canada:
Yves Giroux, Director, Social Policy, Federal-Provincial Relations and Social Policy Branch;
Greg Gallo, Chief, Aboriginal Policy, Social Policy.
Treasury Board of Canada Secretariat:
Bruno Jean, Principal Analyst, Indian Affairs and Health, Social and Cultural Sector.
Public Works and Government Services Canada:
Pat Gibson, Director, Acquisition Policy & Process Directorate;
Sue Morgan, Director General, Risk, Integrity and Strategic Management.

Mr. Roy made a statement and, together with Mr. Jean, Mr. Giroux, Ms. Dellert and Mr. Gallo, answered questions.
At 10:42 a.m., the committee suspended.
At 10:46 a.m., the committee resumed.
Ms. Morgan, Mr. O'Donnell, Mr. Stewart, and Mr. Redmond each made a statement and answered questions.
At 11:30 a.m., it was agreed that the committee adjourn to the call of the chair.

Pursuant to rule 92(2)(f), the committee commenced in camera to consider its draft report.
It was agreed that senators' staff be permitted to remain for the in camera session.
At 6:25 p.m., the committee proceeded in public.
The Honourable Senator Peterson moved:
That the following legislative budget application in the amount of $12,500 be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.
Summary of Expenditures:
Professional and Other Services $ 10,500 Transportation and Communications $ 1,000 All Other Expenditures $ 1,000 TOTAL $ 12,500
The question being put on the motion, it was adopted.
The Honourable Senator Hubley moved:
That the following special study budget application (examine and report on the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples and on other matters generally relating to the Aboriginal Peoples of Canada) in the amount of $ 17,000 be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.
Summary of Expenditures:
Professional and Other Services $ 14,500 Transportation and Communications $ 1,000 All Other Expenditures $ 1,500 TOTAL $ 17,000
The question being put on the motion, it was adopted.
Mr. Aldridge, Mr. Merritt and Mr. Penikett each made a statement and answered questions.
