The Standing Senate Committee on Aboriginal Peoples met at 8:30 a.m. this day, in room 160-S, Centre Block, the chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Campbell, Dallaire, Gustafson, Hubley, Lovelace Nicholas, Peterson, Sibbeston, St. Germain, P.C., and Tkachuk (9).

Other senator present: The Honourable Senator Stratton (1).

In attendance: Tonina Simeone, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 11, 2007, the committee continued its consideration of Bill C-292, An Act to implement the Kelowna Accord. (For complete text of the order of reference, see proceedings of the committee, Issue No. 9.)

WITNESSES:

Indian and Northern Affairs Canada:

Rod Bruinooge, Parliamentary Secretary to the Minister.

Congress of Aboriginal Peoples:

Patrick Brazeau, National Chief.

Mr. Bruinooge made a statement and answered questions.

The Honourable Senator Peterson moved that staff be permitted to remain for the in camera portion of the meeting.

The question being put on the motion, it was adopted.

At 9:40 a.m., the committee suspended.

At 9:45 a.m., pursuant to rule 92(2)(e), the committee resumed in camera to consider a draft agenda

At 10:30 a.m., the committee suspended.

At 10:38 a.m., the committee resumed in public.

Mr. Brazeau made a statement and answered questions.

At 11:30 a.m., it was agreed that the committee adjourn to the call of the chair.

Mr. Clément and Mr. Fontaine each made a statement and answered questions.

At 7:48 p.m., the committee suspended.

At 7:52 p.m., the committee resumed.

Ms Dumont-Smith and Mr. Dinsdale each made a statement and answered questions.

At 8:29 p.m., the committee suspended.

At 8:30 p.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-292, An Act to implement the Kelowna Accord.

It was agreed, on division, that the title stand postponed.

It was agreed, on division, that the preamble stand postponed.

It was agreed, on division, that clause 1, which contains the short title, stand postponed.

It was agreed, on division, that clause 2 carry.

It was agreed, on division, that clause 3 carry.

It was agreed, on division, that clause 1, which contains the short title, carry.

It was agreed, on division, that the preamble carry.

It was agreed, on division, that the title carry.

It was agreed, on division, that the bill carry.

It was agreed that the chair report the bill, without amendment, to the Senate.

At 8:33 p.m., it was agreed that the committee adjourn to the call of the chair.
