The Standing Senate Committee on Aboriginal Peoples met at 9:04 a.m. this day, in room 9, Victoria Building, the deputy chair, the Honourable Nick G. Sibbeston, Deputy Chair, presiding.

Members of the committee present: The Honourable Senators Campbell, Hubley, Peterson, Sibbeston, Stratton and Tkachuk (6).

In attendance: Mary Hurley, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 18, 2008, the committee began its consideration of Bill C-34, An Act to give effect to the Tsawwassen First Nation Final Agreement and to make consequential amendments to other Acts.

WITNESSES:

Indian and Northern Affairs Canada:

Michel Roy, Assistant Deputy Minister, Treaties and Aboriginal Government;

Margo Novak, Negotiator, Indian and Northern Affairs, South Region.

Mr. Roy made a statement and, together with Ms. Novak, answered questions.

At 9:49 a.m., the committee suspended.

At 9:51 a.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-34, An Act to give effect to the Tsawwassen First Nation Final Agreement and to make consequential amendments to other Acts.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

With leave, it was agreed to group the clauses.

It was agreed that clauses 2-5 carry.

It was agreed that clauses 6-10 carry.

It was agreed that clauses 11-15 carry.

It was agreed that clauses 16-20 carry.

It was agreed that clauses 21-25 carry.

It was agreed that clauses 26-30 carry.

It was agreed that clauses 31-33 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report the bill, without amendment, to the Senate.

At 9:53 a.m., it was agreed that the committee adjourn to the call of the chair.
