The Standing Senate Committee on Banking, Trade and Commerce met at 4:10 p.m., this day, in room 9, Victoria Building, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Angus, Fox, P.C., Goldstein, Jaffer, Massicotte, Moore, Ringuette and Tkachuk (8).

In attendance: June Dewetering and Philippe Bergevin, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on December 4, 2007, the committee continued its study of Bill C-10, An Act to amend the Income Tax Act, including amendments in relation to foreign investment entities and non-resident trusts, and to provide for the bijural expression of the provisions of that Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)

WITNESSES:

Alliance québécoise des techniciens de l'image et du son:

Brunhilde Pradier, President.

Union des artistes:

Raymond Legault, President;

Anne-Marie Des Roches, Director of Public Affairs.

Ms. Pradier and Mr. Laudan each made a statement and answered questions.

At 5:25 p.m., the committee suspended.

At 5:30 p.m., the committee resumed.

Mr. Legault made a statement and, together with Ms. Des Roches, answered questions.

The committee considered the following draft legislative budget application:

Professional and Other Services    $ 28,000
Transportation and Communications    $ 0
All Other Expenditures    $ 8,000
TOTAL    $ 36,000

The Honourable Senator Moore moved:

That the legislative budget concerning Legislation in the amount of $ 36,000 be adopted and that the chair present the same to the Standing Committee on Internal Economy, Budgets and Administration.

The question being put on the motion, it was adopted.

The committee considered the following special study draft budget application:

Professional and Other Services    $ 6,400
Transportation and Communications    $ 0
All Other Expenditures    $ 300
TOTAL    $ 6,700

The Honourable Senator Moore moved:

That the special study budget (Interprovincial barriers to trade in Canada) in the amount of $ 6,700 be adopted and that the chair present the same to the Standing Committee on Internal Economy, Budgets and Administration.

The question being put on the motion, it was adopted.

The committee considered the following draft budget application:

Professional and Other Services    $ 45,000
Transportation and Communications    $ 166,350
All Other Expenditures    $ 12,250
TOTAL    $ 223,600

The Honourable Senator Moore moved:

That the special study budget (Present state of the domestic and international financial system) in the amount of $223,600 be adopted and that the chair present the same to the Standing Committee on Internal Economy, Budgets and Administration.

The question being put on the motion, it was adopted.

At 6:35 p.m., the committee adjourned to the call of the chair.
