The Standing Senate Committee on National Security and Defence met this day, at 4:07 p.m., in room 7, Victoria Building, the chair, the Honourable Colin Kenny, presiding.
Members of the committee present: The Honourable Senators Banks, Day, Kenny, Meighen, Mitchell, Moore, Nancy Ruth and Tkachuk (8).
Other senator present: The Honourable Senator Segal (1).
In attendance: Shaila Anwar, Co-clerk of the Committee, Committees Directorate; Melissa Radford, Maureen Shields and Robert Dufresne, Analysts, Parliamentary Information and Research Services, Library of Parliament; Major-General (ret'd) Keith McDonald, Senior Military Advisor; Captain (N) John Gardam, DND Liaison Officer.
It was agreed that senators' staff be authorized to remain in the room during the in camera portion of this meeting.
Pursuant to rule 92(2)(e), the committee commenced in camera to consider a draft agenda.
At 4:22 p.m., the committee suspended.
At 4:30 p.m., pursuant to the order of reference adopted by the Senate on Tuesday, March 4, 2008, the committee resumed its sitting in public, in room 2, Victoria Building, to continue its consideration of Bill C-40, An Act to amend the Canada Labour Code, the Canada Student Financial Assistance Act, the Canada Student Loans Act and the Public Service Employment Act. Mr. Eaton and Mr. Murphy each made a statement and, together with Mr. Ayre and Mr. Desmarteau, answered questions.
At 5:57 p.m., the committee suspended.
At 6:03 p.m., the committee resumed.

Mr. Kane and Mr. Kowlessar each made a statement and answered questions.
At 6:50 p.m., the committee proceeded to its clause-by-clause consideration of Bill C-40, An Act to amend the Canada Labour Code, the Canada Student Financial Assistance Act, the Canada Student Loans Act and the Public Service Employment Act.
With leave, it was agreed to dispense with clause-by-clause consideration of the bill.
It was agreed that the bill carry.
It was agreed that the committee append observations to the report.
It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report taking into consideration today's discussion and with any necessary editorial, grammatical or translation changes required.
The committee proceeded to discuss observations.
It was agreed that this bill be reported without amendment and with observations appended to the Senate at the earliest opportunity.
At 7:13 p.m. the committee adjourned to the call of the chair.
