The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 5:49 p.m., in room 9, Victoria Building, the chair, the Honourable Tommy Banks, presiding.

Members of the committee present: The Honourable Senators Adams, Banks, Brown, Cochrane, Kenny, McCoy, Mitchell, Nolin, Spivak and Trenholme Counsell (10).

In attendance: Lynne Myers, Frédéric Beauregard-Tellier and Sam Banks, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, November 15, 2007, the committee continued its examination of emerging issues related to its mandate. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Natural Resources Canada:

Mark Corey, Assistant Deputy Minister, Earth Sciences Sector;

Don Lemmen, Research Manager, Climate Change Impacts and Adaptation Directorate;

Sharon Smith, Permafrost Research Scientist.

The chair made an opening statement.

Mr. Corey made a presentation and, together with Mr. Lemmen and Ms. Smith, answered questions.

The Honourable Senator Mitchell moved:

That the following legislative budget application be approved for submission to the Standing Senate Committee on Internal Economy, Budgets and Administration:

Summary of expenditures

Professional and Other Services    $ 12,000
Transportation and Communications    $ 500
All other expenditures    $ 2,500
TOTAL    $ 15,000

The question being put on the motion, it was adopted.

The Honourable Senator Kenny moved:

That the following special study budget application (emerging issues) be approved for submission to the Standing Senate Committee on Internal Economy, Budgets and Administration:

Summary of expenditures

Professional and Other Services    $ 78,800
Transportation and Communications    $ 205,550
All other expenditures    $ 27,500
TOTAL    $ 311,850

The question being put on the motion, it was adopted.

At 7:52 p.m., the committee adjourned to the call of the chair.

Other senator present: The Honourable Senator Grafstein (1).

Pursuant to the order of reference adopted by the Senate on Thursday, April 3, 2008, the committee began its examination of Bill S-206, An Act to amend the Food and Drugs Act (clean drinking water).

WITNESSES:

The Honourable Senator Jerahmiel S. Grafstein, sponsor of the bill.

Office of the Auditor General of Canada:

Ronald Thompson, FCA, Interim Commissioner of the Environment and Sustainable Development;

Jerome Berthelette, Principal;

David Normand, Audit Professional Leader.

As an individual:

Ralph Pentland, Former Director, Water Planning and Management, Environment Canada.

The chair made an opening statement.

Senator Grafstein made a presentation and answered questions.

Mr. Thompson made a presentation and, together with Messrs. Berthelette and Normand, answered questions.

Mr. Pentland made a presentation and answered questions.

At 10:15 a.m., the committee adjourned to the call of the chair.
