The Standing Senate Committee on Foreign Affairs and International Trade met this day, at 4:05 p.m, in room 257, East Block, the deputy chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Corbin, Dawson, Downe, Grafstein, Mahovlich, Nolin, Smith, P.C., and Stollery (8).

In attendance: Peter Berg, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, November 22, 2007, the committee continued to examine such issues as may arise from time to time relating to foreign relations generally. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Stewart Beck, Assistant Deputy Minister, Investment, Innovation and Sectors;

Robert Ready, Director, Investment Trade Policy Division;

Robert Clark, Director General, Economic Policy Analysis and Consultations;

Richard Bale, Director, North Asia Commercial Relations;

Audri Mukhopadhyay, Director, South Asia Commercial Relations.

The chair made a statement.

Mr. Beck made a presentation and, with Mr. Ready, Mr. Bale and Mr. Mukhopadhyay, answered questions.

At 5:34 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Foreign Affairs and International Trade met this day, at 5:06 p.m., in room 160- S, Centre Block, the chair, the Honourable Consiglio Di Nino, presiding.

Members of the committee present: The Honourable Senators Corbin, De Bané, P.C., Di Nino Downe, Johnson, Mahovlich, Stollery and Trenholme Counsell (8).

In attendance: Peter Berg and Elizabeth Kuruvial, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 12, 2008, the committee began its examination of Bill C-9, An Act to implement the Convention on the Settlement of Investment Disputes between States and Nationals of Other States (ICSID Conventions). (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)

At 5:32 p.m., the committee suspended.

At 5:50 p.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-9, An Act to implement the Convention on the Settlement of Investment Disputes between States and Nationals of Other States (ICSID Convention).

It was agreed that the title stand postponed.

I was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

It was agreed that the chair be authorized to seek permission from the Senate for the following order of reference:

That the Standing Senate Committee on Foreign Affairs and International Trade be authorized to examine and report on the rise of China, India and Russia in the global economy and the implications for Canadian policy; and

That the committee present its final report no later than October 1, 2009, and retain all powers necessary to publicize its findings until March 31, 2010.

At 6 p.m., the committee adjourned to the call of the chair.
