The Standing Senate Committee on Legal and Constitutional Affairs, to which was referred Bill C-2, An Act to amend the Criminal Code and to make consequential amendments to other acts, met this day at 10:04 a.m. to give clause-by-clause consideration to the bill.

The Chair: Honourable senators, welcome to this meeting of the Standing Senate Committee on Legal and Constitutional Affairs. As we noted yesterday, the purpose on the agenda for this meeting is clause-by-clause consideration of Bill C-2. Is it agreed that we proceed to clause-by-clause consideration?

Hon. Senators: Agreed.

The Chair: Shall the title stand postponed?

Hon. Senators: Agreed.

The Chair: Shall the preamble stand postponed?

Hon. Senators: Agreed.

The Chair: Shall clause 1, which contains the short title, stand postponed?

Hon. Senators: Agreed.

The Chair: Is it agreed that we shall group substantive clauses of this bill?

Hon. Senators: Agreed.

The Chair: Does anyone have amendments to propose?

Shall clauses 2 to 64 carry?

Hon. Senators: Agreed.

The Chair: Shall clause 1, which contains the short title, carry?

Hon. Senators: Agreed.

The Chair: Shall the preamble carry?

Hon. Senators: Agreed.

The Chair: Shall the title carry?

Hon. Senators: Agreed.

The Chair: Shall the bill carry?

Hon. Senators: Agreed.

The Chair: Is there an interest in appending observations to the bill?

Senator Baker: Yes.

The Chair: The committee will now proceed to hold an in camera session to discuss the content of observations. I will ask all unauthorized persons to please leave the room.

The committee continued in camera.

The committee resumed in public.

The Chair: We are back in public session. Honourable senators, we need to have one more vote.

Shall I report the bill to the Senate without amendment but with observations?
