The Standing Senate Committee on Transport and Communications met this day, at 6:22 p.m., in room 256-S, Centre Block, the Chair, the Honourable Lise Bacon, presiding.
Members of the committee present: The Honourable Senators Adams, Bacon, Dawson, Eyton, Mercer, Oliver, Tkachuk and Zimmer (8).
In attendance: John Christopher and Terrence Thomas, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, November 14, 2007, the committee continued its consideration of containerized freight traffic handled by Canada's ports. (For complete text of order of reference, see proceedings of the committee, Issue No. 1.)
WITNESS:
Prince Rupert Grain Ltd.:
Jeff Burghardt, President and Chief Executive Officer.
Mr. Burghardt made a statement and answered questions.
Pursuant to the order of reference adopted by the Senate on Tuesday, February 12, 2008, the committee began its consideration of Bill C-8, An Act to amend the Canada Transportation Act (railway transportation).

Brian Jean, M.P., Parliamentary Secretary to the Minister of Transport, Infrastructure and Communities.
WITNESSES:
Transport Canada:
Helena Borges, Director General, Surface Transportation Policy;
Alain Langlois, Legal Counsel, Legal Services.
Mr. Jean made a statement and, with the witnesses from Transport Canada, answered questions.
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-8.
It was agreed that the title stand postponed.
It was agreed that clause 1 carry.
It was agreed that clause 2 carry.
It was agreed that clause 3 carry.
It was agreed that clause 4 carry.
It was agreed that clause 5 carry.
It was agreed that clause 6 carry.
