The Standing Senate Committee on Aboriginal Peoples met this day at 9:42 a.m., in room 160-S, Centre Block, the chair, the Honourable Gerry St. Germain, presiding.

Members of the committee present: The Honourable Senators Brazeau, Fairbairn, P.C., Hubley, Lovelace Nicholas, Patterson, Peterson, Raine, St. Germain, P.C., and Stewart Olsen (9).

In attendance: Tonina Simeone and Marion Ménard, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 25, 2009, the committee continued its consideration of the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples and of other matters generally relating to the Aboriginal Peoples of Canada. WITNESSES:

Michel Roy, Senior Assistant Deputy Minister, Treaties and Aboriginal Government;

Stephen Gagnon, Director General, Implementation Branch.

Land Claims Agreements Coalition:

Kevin McKay, Coalition Co-chair;

Paul Kaludjak, Coaliton Co-chair;

Mike Smith, Chief, Kwanlin Dun First Nation.

The chair made opening remarks.

Mr. Roy, Mr. Kaludjak and Mr. McKay each made a statement, and with Mr. Gagnon, responded to questions.

At 11:20 a.m., it was agreed that the committee adjourn to the call of the chair.

Ms. Groulx made a statement and responded to questions.

The Honourable Senator Carstairs, P.C., moved that staff be permitted to remain in the room for the in camera portion of the meeting.

The question being put on the motion, it was adopted.

At 7:35 p.m., the committee suspended.

At 7:40 p.m., pursuant to rule 92 (2)(e), the committee resumed in camera to consider a draft agenda.

At 7:55 p.m., it was agreed that the committee adjourn to the call of the chair.
