The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 6:42 p.m., in room 257, East Block, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Angus, Banks, Lang, Milne, Mitchell, Neufeld, Peterson, St. Germain, P.C. and Sibbeston (9).

Other senator present: The Honourable Senator McCoy (1).

In attendance: Sam Banks and Marc Leblanc, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 3, 2009, the committee continued its examination of emerging issues related to its mandate. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

WITNESS:

The chair made an opening statement.

Mr. Mech made a statement and answered questions.

At 8:11 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 8:36 a.m., in room 9, Victoria Building, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Adams, Angus, Banks, Lang, Merchant, Milne, Mitchell, Neufeld, Peterson, St. Germain, P.C. and Sibbeston (11).

Other senators present: The Honourable Senators Brown and McCoy (2).

In attendance: Sam Banks and Marc Leblanc, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 11, 2009, the committee began its consideration of Bill S-216, An Act to amend the Federal Sustainable Development Act and the Auditor General Act (Involvement of Parliament).

WITNESS:

Senate of Canada:

The Honourable Senator Tommy Banks, sponsor of the bill).

The chair made an opening statement.

The Honourable Senator Banks made a statement and answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-216, An Act to amend the Federal Sustainable Development Act and the Auditor General Act (involvement of Parliament).

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report the bill without amendment to the Senate.

At 8:54 a.m., the committee suspended.

At 8:56 a.m., the committee resumed.

Pursuant to rule 92(2), it was agreed that the committee proceed in camera to consider its future agenda and that senators' staff be authorized to remain during the in camera portion of the meeting.

At 10:00 a.m., the committee adjourned to the call of the chair.
