The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 5:08 p.m., in room 9, Victoria Building, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Adams, Angus, Banks, Merchant, Milne, Mitchell, Neufeld and Spivak (8).

Other senator present: The Honourable Senator McCoy (1).

In attendance: Sam Banks and Marc Leblanc, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 12, 2009, the committee continued its examination of those elements of Bill C-10 dealing with the Navigable Waters Protection Act (Part 7). (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)

The chair made an opening statement.

Mr. Kruhlak made a statement and answered questions.

At 6:08 p.m., the committee suspended.

At 6:10 p.m., the committee resumed.

The chair made a statement.

Mr. Roussel and Mr. Gowe each made a statement and, together with Ms. Proulx, answered questions.

At 7:25 p.m., the committee suspended.

At 7:26 p.m., the committee resumed.

Pursuant to rule 92(2)(e), it was agreed that the committee proceed in camera to consider its future agenda.

It was agreed that senators' staff be authorized to remain during the in camera portion of the meeting.

Pursuant to rule (92)(2)(f), the committee proceeded to consider a draft report. After debate, it was agreed that the draft report on the GLOBE 2008 Conference be adopted and that the chair be authorized to table it in the Senate.

At 7:35 p.m., the committee adjourned to the call of the chair.

Mr. Roussel made a statement and, together with Ms. Proulx and Ms. Gillen, answered questions.

At 9:27 a.m., the committee suspended.

At 9:34 a.m., pursuant to the order of reference adopted by the Senate on Tuesday, March 3, 2009, the committee continued to examine and report on emerging issues related to its mandate (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.).

Pursuant to rule 92(2)(e), it was agreed that the committee proceed in camera to consider its future agenda.

It was agreed that senators' staff be authorized to remain in the room during the in camera portion of the meeting.

It was moved:

That the chair be authorized to seek authority from the Senate for the following order of reference:

That the Standing Senate Committee on Energy, the Environment and Natural Resources be authorized to examine and report on the current state and future of Canada's energy sector (including alternative energy). In particular, the committee shall be authorized to:

(a) Examine the current state of the energy sector across Canada, including production, manufacturing, transportation, distribution, sales, consumption and conservation patterns;

(b) Examine the federal and provincial/territorial roles in the energy sector and system in Canada;

(c) Examine current domestic and international trends and anticipated usage patterns and market conditions, including trade and environmental measures and opportunities, likely to influence the sector's and energy system's future sustainability;

(d) Develop a national vision for the long-term positioning, competitiveness and security of Canada's energy sector;

(e) Recommend specific measures by which the federal government could help bring that vision to fruition; and

That the committee submit its final report no later than June 30, 2011 and that the committee retain all powers necessary to publicize its findings until 180 days after the tabling of the final report.

The question being put on the motion, it was adopted.

At 10:06 a.m., the committee adjourned to the call of the chair.
