The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 5:21 p.m., in room 9, Victoria Building, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Angus, Banks, Brown, Lang, Milne, Mitchell, Neufeld, Seidman and Sibbeston (9).

In attendance: Marc Leblanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, October 29, 2009, the committee began its examination of Bill S-212, An Act to amend the Canadian Environmental Protection Act, 1999.

WITNESSES:

The Honourable Senator Tommy Banks, sponsor of the bill.

Ecojustice:

Marlene Cashin, Staff Lawyer.

The chair made an opening statement.

The Honourable Tommy Banks made a statement and answered questions.

The chair made a statement.

Ms. Cashin made a statement and answered questions.

At 7:21 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 8:05 a.m., in room 9, Victoria Building, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Angus, Banks, Brown, Lang, Mitchell, Neufeld, Peterson and Seidman (8).

Pursuant to the order of reference adopted by the Senate on Thursday, October 29, 2009, the committee continued its examination of Bill S-212, An Act to amend the Canadian Environmental Protection Act, 1999.

WITNESSES:

Environment Canada:

Athana Mentzelopoulos, Acting Director General, Legislative and Regulatory Affairs;

Renée Caron, Executive Director, Legislative Governance;

Nancy Klenavic, Policy Analyst, Legislative Advice Section.

The chair made an opening statement.

Ms. Mentzelopoulos made a statement and, together with Ms. Caron and Ms. Klenavic, answered questions.

At 9:31 a.m., the committee suspended.

At 9:36 a.m., the committee resumed in camera and pursuant to the order of reference adopted by the Senate on Tuesday, March 3, 2009, the committee continued its examination of emerging issues related to its mandate. Pursuant to rule 92(2)(e), the committee considered its future agenda.

It was agreed that senators' staff be authorized to remain in the room during the in camera portion of the meeting.

At 10:06 a.m., the committee adjourned to the call of the chair.
