The Senate Committee on Fisheries and Oceans met this day at 10:34 a.m., in room 160-S, Centre Block, the chair, the Honourable Bill Rompkey, P.C., presiding.

Members of the committee present: The Honourable Senators Cook, Hubley, Johnson, MacDonald, Manning, Munson, Raine, Robichaud, P.C. and Rompkey, P.C. (9).

In attendance: Claude Emery, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 12, 2009, the committee began to examine the issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans. (For the full text of the Order of Reference, see Issue No. 1 of the committee proceedings.)

WITNESSES:

Indian and Northern Affairs Canada:

Patrick Borbey, Assistant Deputy Minister;

Mimi Fortier, Director General, Northern Oil and Gas Branch;

John Kozij, Director, Northern Strategic Policy Branch.

Mr. Borbey made a statement and, with Ms. Fortier and Mr. Kozij, answered questions.

After debate, it was agreed that the following special study budget application (issues relating to the federal government's new and evolving policy framework) for the fiscal year ending March 31, 2009 be adopted and submitted to the Standing Committee on Internal Economy, Budget and Administration:

Professional and other services    $4,000.00
Transportation and communications    $ 0.00
All other expenditures    $1,000.00
TOTAL:    $5,000.00

At 12:06 p.m., the committee adjourned to the call of the chair.

The Senate Committee on Fisheries and Oceans met in camera this day at 7:00 p.m., in room 505, Victoria Building, the chair, the Honourable Bill Rompkey, P.C., presiding.

Members of the committee present: The Honourable Senators Adams, Cook, Hubley, MacDonald, Manning, Raine, Robichaud, P.C., Rompkey, P.C. and Watt (9).

In attendance: Claude Emery, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 12, 2009, the committee continues to examine the issues relating to the federal government's current and evolving policy framework for managing Canada's fisheries and oceans. (For the full text of the Order of Reference, see Issue No. 1 of the committee proceedings.)

Pursuant to rule 92(2)(f), the committee considered a draft report.

After debate, it was agreed that the draft report entitled Rising to the Arctic Challenge: Report on the Canadian Coast Guard and Nunavut's Marine Fisheries be adopted as amended and that the Subcommittee on agenda and procedure be authorized to approve the final version of the report taking into account the changes discussed today.

At 9:21 p.m., the committee adjourned to the call of the chair.
