The Standing Senate Committee on Human Rights met this day at 2:08 p.m., in room 257, East Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Brazeau, Jaffer, Martin, Mercer, Mitchell and Nancy Ruth (7).

Other senator present: The Honourable Senator Hubley (1).

In attendance: Allison Goody and Julia Nicol, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 4, 2009, the committee continued its examination of issues relating to human rights and, inter alia, the review of the machinery of government dealing with Canada's international and national human rights obligations. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

Kate McInturff, Coordinator, Gender and Peacebuilding Working Group.

Foreign Affairs and International Trade Canada:

David Angell, Director General, International Organizations Bureau;

Elissa Golberg, Director General, Stabilization and Reconstruction Task Force Secretariat;

Jim Junke, Director, Human Rights Policy Division.

Royal Canadian Mounted Police:

Chief Superintendent Barbara Fleury, Director General, International Policing.

Canadian International Development Agency:

Nadia Kostiuk, Regional Director General, Southern and Eastern Africa Directorate.

Ms. Salahub, Ms. Bergen and Ms. Wijeyaratne each made a statement and together answered questions.

At 3:20 p.m., the committee suspended.

At 3:25 p.m., the committee resumed.

Ms. Mossman and Ms. McInturff each made a statement and together answered questions.

At 4:10 p.m., the committee suspended.

At 4:17 p.m., the committee resumed.

Mr. Angell made a statement and, with Ms. Golberg, Mr. Junke, Ms. Kostiuk and Chief Superintendant Fleury, answered questions.

At 5:35 p.m., the committee adjourned to the call of the chair.
