The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, at 9:35 a.m., in room 356- S, Centre Block, the chair, the Honourable Donald H. Oliver, presiding.

Members of the committee present: The Honourable Senators Champagne, P.C., Cools, Duffy, Fraser, Furey, Harb, Joyal, P.C., Losier-Cool, Oliver, Smith, P.C., and Wallace (11).

In attendance: Sebastian Spano, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 17, 2009, the committee continued its examination of the matter of televising the Senate proceedings. (For complete text of the order of reference, see proceedings of the committee, Issue No.14.)

WITNESSES:

Stornoway Communications:

Martha Fusca, President and CEO;

Glenn O'Farrell, Corporate Strategy Advisor.

Ms. Fusca made a presentation and, with Mr. O'Farrell, answered questions.

At 11:15 a.m., the committee considered a draft survey.

It was agreed that the survey be amended and that following approval of the new text by the Subcommittee on Agenda and Procedure, it be distributed to all senators.

At 11:24 a.m., pursuant to the order of reference adopted by the Senate on Wednesday, March 25, 2009, the committee continued its examination of the Senate committee system. (For complete text of the order of reference, see proceedings of the committee, Issue No. 5.)

It was agreed that the "Issues and Options'' paper and background documents be circulated to all senators.

At 11:26 a.m., the committee adjourned to the call of the chair.
