The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, at 12:25 p.m., in room 160-S, Centre Block, the chair, the Honourable Donald H. Oliver, presiding.
Members of the committee present: The Honourable Senators Cools, Cordy, Fraser, Furey, Harb, Joyal, P.C., Losier-Cool, Nolin, Oliver, Smith, P.C., and Wallace (11).
In attendance: Michel Bédard and Sebastian Spano, Analysts, Parliamentary Information and Research Service, Library of Parliament; Till Heyde, Procedural Clerk, Senate of Canada.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, June 17, 2009, the committee continued its examination of the matter of televising the Senate proceedings. (For complete text of the order of reference, see proceedings of the committee, Issue No. 14.)
WITNESSES:

Blair Armitage, Principal Clerk, Communications;
Hélène Bouchard, Director, Information Services Directorate.
The Honourable Senator Furey raised a point of order respecting committee proceedings.
After debate, it was agreed that further discussion on the point of order be taken up again at a future meeting of the committee.
At 12:33 p.m., Mr. Armitage made a presentation and answered questions.
It was agreed to invite Mr. Armitage and Ms. Bouchard to the next meeting.
At 1:28 p.m., the committee adjourned to the call of the chair.

Mr. Armitage made a statement and, with Ms. Bouchard, answered questions.
At 11:10 a.m., pursuant to rule 86(1)(f)(i), the committee commenced consideration of procedures with respect to witnesses testifying before a committee.
The Honourable Senator Fraser moved that the committee proceed in camera.
The question being put on the motion, it was adopted.
At 11:10 a.m., pursuant to rule 92(2)(d), the committee proceeded in camera to consider personnel matters.
At 11:30 a.m., the committee adjourned to the call of the chair.
