The Standing Senate Committee on Agriculture and Forestry met this day at 5:05 p.m., in room 2, Victoria Building, the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Duffy, Eaton, Fairbairn, P.C., Housakos, Mahovlich, Marshall, Mercer, Mockler, Ogilvie, Segal and Robichaud, P.C. (11).

In attendance: Karen Hébert and Mathieu Frigon, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 11, 2010, the committee continued its consideration of the current state and future of Canada's forest sector. (For complete text of order of reference, see proceedings of the committee, Issue No. 1.)

Canadian Food Inspection Agency:

Tony Ritchie, Executive Director, Plant Health and Biosecurity Directorate;

Greg Stubbings, Director, Plant Program Integration Division.

Moncton University:

Yves Gagnon, Professor, K.C. Irving Chair in Sustainable Development.

Canadian Federation of Woodlot Owners:

Bob Austman, First Vice-President.

Fédération des producteurs de bois du Québec:

Daniel Roy, Assistant Director.

New Brunswick Federation of Woodlot Owners:

Andrew Clark, President.

Private Forest Landowners Association (BC):

Rod Bealing, Executive Director.

It was agreed that the witnesses' briefs, available in only one official language, be distributed now and that the translations be sent to members once they are available.

Mr. Ritchie and Mr. Gagnon each made a statement and together with Mr. Stubbings answered questions.

At 6:14 p.m., the committee suspended.

At 6:20 p.m., the committee resumed.

Messrs. Austman, Roy, Clark and Bealing each made a statement and, together, answered questions.

At 7:32 p.m., the committee adjourned to the call of the chair.

Mr. Awashish and Mr. Bombay each made a statement and together, the witnesses answered questions.

At 9:50 a.m., the committee suspended.

At 9:55 a.m., pursuant to rule 92(2)(f), the committee resumed in camera to consider a draft budget report.

It was agreed that senators' staff be permitted to remain in the room.

It was agreed that the witnesses' briefs, available in only one official language, be distributed now and that the translations be sent to members once they are available.

It was agreed that the following supplementary budget application in the amount of $ 180,540 be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.
