The Standing Senate Committee on Banking, Trade and Commerce met in camera, this day, at 4:20 p.m., in room 9, Victoria Building, the chair, the Honourable Michael Meighen presiding.

Members of the committee present: The Honourable Senators Gerstein, Greene, Harb, Hervieux-Payette, P.C., Kochhar, Massicotte, Meighen, Mockler, Oliver, Moore, Ringuette and St. Germain, P.C. (12).

In attendance: John Bulmer, Analyst, Parliamentary Information and Research; June M. Dewetering, Chief, Macroeconomics, Library of Parliament; and Francine Pressault, Communications Officer, Communication Directorate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 24, 2010, the committee continued its examination of the extent to which Canadians are saving in Tax-Free Savings Accounts and registered retirement savings plans. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

Pursuant to rule 92(2)(f), the committee considered a draft report.

It was agreed that senators' staff be permitted to remain in the room with the condition that no Blackberrys be used.

It was agreed to table an interim report.

It was agreed that the chair request an extension to table the final report from June 30, 2010 to December 31, 2010.

At 5:40 p.m., the committee adjourned to the call of the chair.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 24, 2010, the committee continued its examination of the extent to which Canadians are saving in Tax-Free Savings Accounts and registered retirement savings plans. Pursuant to rule 92(2)(f), the committee considered a draft report.

It was agreed that senators' staff be permitted to remain in the room with the condition that no Blackberrys be used.

It was agreed to adopt the interim report, as amended; that the Subcommittee on Agenda and Procedure approve the final version; and that the chair table the said interim report to the Senate as soon as possible.

At 12:10 p.m., the committee adjourned to the call of the chair.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 30, 2010, the committee began its examination of Bill S-201, An Act to amend the Office of the Superintendent of Financial Institutions Act (credit and debit cards).

WITNESS:

The Honourable Senator Pierrette Ringuette.

The Honourable Senator Ringuette made a statement and answered questions.

At 5:33 p.m., the committee suspended.

At 5:34 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 30, 2010, the committee began its examination of Bill S-206, An Act to establish gender parity on the board of directors of certain corporations, financial institutions and parent Crown corporations.

The Honourable Senator Hervieux-Payette, P.C., made a statement and answered questions.

The clerk should prepare a motion for the chair to present to the Senate to request permission to table the report with the Clerk of the Senate in the event that the Senate adjourn.

To send the report, to the members that were not present at this meeting, in order to seek their comments.

That consultants, be contacted, and that a copy of the report be sent to them, together with a confidentiality agreement.

At 11:20 a.m., the committee adjourned to the call of the chair.
