The Standing Senate Committee on Banking, Trade and Commerce met this day, at 4:20 p.m., in room 9, Victoria Building, the chair, Honourable Michael A. Meighen presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Gerstein, Greene, Harb, Hervieux- Payette, P.C., Kochhar, Massicotte, Meighen, Mockler, Moore, Oliver and Ringuette (12).

Other senator present: The Honourable Senator Murray, P.C. (1).

In attendance: John Bulmer, Adriane Yong, Analysts, Parliamentary Information; and Research and Francine Pressault, Communications Officer, Communication Directorate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 16, 2010, the committee continued its examination of the present state of the domestic and international financial system. (For complete text of the order of reference, see proceedings of the committee, Issue no. 2)

WITNESSES:

Bank of Canada:

Mark J. Carney, Governor;

Tiff Macklem, Senior Deputy Governor.

Mr. Carney made a statement and, together with Mr. Macklem, answered questions.

At 6:15 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Banking, Trade and Commerce met, this day, at 10:30 a.m., in room 9, Victoria Building, the chair, the Honourable Michael A. Meighen presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Gerstein, Greene, Harb, Hervieux- Payette, P.C., Kochhar, Massicotte, Meighen, Mockler, Moore, Oliver and Ringuette (12).

Pursuant to the order of reference adopted by the Senate on Tuesday, October 5, 2010, the committee continued its examination to undertake the 10-year statutory review of the Business Development Bank of Canada, as required by the Business Development Bank of Canada Act. (For complete text of the order of reference, see proceedings of the committee, Issue no. 10.)

WITNESSES:

Canadian Bankers Association:

Terry Campbell, Vice President, Policy;

Marion Wrobel, Director, Market & Regulatory Developments.

Credit Union Central of Canada:

Robert Martin, Senior Policy Analyst;

Marc-André Pigeon, Director, Financial Sector Policy.

Mr. Campbell and Mr. Pigeon each made a statement and, together with Mr. Wrobel and Mr. Martin, answered questions.

At 11:40 a.m., the committee suspended.

At 11:45 a.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Monday, September 27, 2010, the committee began its examination on the Department of Industry User Fee Proposal Services under the Canada Not-for-Profit Corporations Act, pursuant to the User Fees Act, S.C. 2004, c.6, sbs. 4(2). —Sessional Paper No. 3/40-663.

WITNESS:

Industry Canada:

Cheryl Ringor, Director, Compliance and Policy Directorate, Corporations Canada.

Ms. Ringor made a statement and answered questions.

It was agreed that the chair report to the Senate, that the committee has examined the user fee proposal of the Department of Industry, and that, in accordance with section 5 of the User Fee Act, recommends that it be approved.

The question being put on the motion, it was adopted.

Pursuant to rule 92(2)(e), the committee proceeded in camera to consider a draft agenda.

At 12:24 p.m., the committee adjourned to the call of the chair.
