The Standing Senate Committee on National Finance met this day, at 9:33 a.m., in room 9, Victoria Building, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Callbeck, Carignan, Day, Eggleton, P.C., Gerstein, Marshall, Murray, P.C., Oliver, Ringuette and Runciman (10).

In attendance: John Bulmer and Sylvain Fleury, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 9, 2011, the committee continued its examination of the expenditures set out in the Supplementary Estimates (C) for the fiscal year ending March 31, 2011. (For complete text of the order of reference, see proceedings of the committee, Issue No. 27.)

WITNESSES:

Veterans Affairs Canada:

Keith Hillier, Assistant Deputy Minister, Service Delivery;

André Joannette, Director General, Finance.

Human Resources and Skills Development Canada:

Alfred Tsang, Chief Financial Officer;

Jacques Paquette, Senior Assistant Deputy Minister, Income Security and Social Development Branch;

Kathryn McDade, Assistant Deputy Minister, Learning Branch;

Martin Green, Director General, Workplace Partnerships.

The chair made an opening statement.

Mr. Hillier made a statement and, together with Mr. Joannette, answered questions.

At 10:38 a.m., the committee suspended.

At 10:42 a.m., the committee resumed.

Mr. Tsang made a statement and, together with Mr. Paquette, Ms. McDade and Mr. Green, answered questions.

At 11:38 a.m., the committee adjourned to the call of the chair.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 2, 2011, the committee began its examination of the expenditures set out in the Main Estimates for the fiscal year ending March 31, 2012, with the exception of Parliament Vote 10.

David Enns, Deputy Assistant Secretary, Expenditure Management Sector;

Sally Thornton, Executive Director, Expenditure Operations and Estimates Division;

Ken Wheat, Senior Director, Expenditure Operations and Estimates Division.

Mr. Enns made a statement and, together with Ms. Thornton and Mr. Wheat, answered questions.
