The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:17 p.m., in room 160- S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Di Nino, Downe, Finley, Fortin- Duplessis, Frum, Jaffer, Mahovlich, Nolin, Smith, P.C., Stollery and Wallin (12).

Other senator present: The Honourable Senator Robichaud, P.C. (1).

In attendance: Natalie Mychajlyszyn, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 16, 2010, the committee continued its examination of the rise of China, India and Russia in the global economy and the implications for Canadian policy. (For complete text of order of reference, see proceedings of the committee, Issue No. 1.)

Pursuant to rule 92(2)(f), the committee commenced in camera to consider a draft report.

It was agreed:

That the draft report be adopted and that the chair table the report to the Senate;

That the clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report; and

That the Subcommittee on Agenda and Procedure review the final draft of the report before tabling it in the Senate.

At 4:35 p.m., the committee resumed in public.

WITNESSES:

From Foreign Affairs and International Trade Canada:

Ken Sunquist, Assistant Deputy Minister (Asia and Africa) and Chief Trade Commissioner;

Ken Macartney, Director General, South, Southeast Asia and Oceania;

Luc Santerre, Director, South, Southeast Asia and Oceania Commercial Relations.

Mr. Sunquist made a statement and, together with Messrs. Macartney and Santerre, answered questions.

At 6:04 p.m., the committee adjourned to the call of the chair.

WITNESSES:

The Honourable Kamal Nath, Minister of Road Transport and Highways;

Narinder Chauhan, Deputy High Commissioner, High Commission of India.

Mr. Nath made a statement and, with the assistance of Ms. Chauhan, answered questions.

At 11:34 a.m., the committee suspended.

At 11:57 a.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 16, 2010, the committee commenced its examination of such issues as may arise from time to time relating to foreign relations generally.

WITNESSES:

Office of the United Nations High Commissioner for Refugees:

H.E. Antonio Guterres, UN High Commisioner for Refugees;

Abraham Abraham, Representative in Canada.

H.E. Antonio Guterres made a statement and, with the assistance of Mr. Abraham, answered questions.

At 12:33 p.m., the committee adjourned to the call of the chair.
