The Standing Senate Committee on Foreign Affairs and International Trade met this day at 10:30 a.m., in room 160-S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Di Nino, Downe, Fortin-Duplessis, Frum, Jaffer, Mahovlich, Nolin, Segal, Smith, P.C., Stollery and Wallin (12).
Other senator present: The Honourable Senator Robichaud, P.C. (1).
In attendance: Natalie Mychajlyszyn and Michael Holden, Analysts, Parliamentary Information and Research Service, Library of Parliament; and, Karen Schwinghamer, Acting Manager, Media Relations and Communications Services, Communications Directorate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 16, 2010, the committee began its consideration of Bill C-2, An Act to implement the Free Trade Agreement between Canada and the Republic of Colombia, the Agreement on the Environment between Canada and the Republic of Colombia and the Agreement on Labour Cooperation between Canada and the Republic of Colombia.

Senator Smith moved:
That the Honourable Scott Brisson be called on as a witness on Bill C-2.
The question being put on the motion, it was agreed.
Mr. Brisson made a statement and answered questions.
At 12:36 p.m., it was agreed that the committee proceed to clause-by-clause consideration of Bill C-2, An Act to implement the Free Trade Agreement between Canada and the Republic of Colombia, the Agreement on the Environment between Canada and the Republic of Colombia and the Agreement on Labour Cooperation between Canada and the Republic of Colombia.
