The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:20 p.m., in room 160- S, Centre Block, the Chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Di Nino, Downe, Fortin-Duplessis, Jaffer, Mahovlich, Robichaud, P.C., Segal, Smith, P.C., Stratton and Wallin (11).

In attendance: Natalie Mychajlyszyn and Simon Lapointe, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: Mona Ishack, Communications Officer; and the official reporters of the Senate.

The Honourable Senator Di Nino moved:

That the Honourable Senator Downe be deputy chair of the committee.

The question being put on the motion, it was adopted.

Pursuant to the order of reference adopted by the Senate on Thursday, November 4, 2010, the committee continued its examination on the political and economic developments in Brazil and the implications for Canadian policy and interests in the region, and other related matters. WITNESS:

As an individual:

Jean Daudelin, Assistant Professor, Norman Paterson School of International Affairs, Carleton University.

Mr. Daudelin made a statement and answered questions.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 16, 2010 and June 3, 2010, the committee continued its examination on the rise of China, India and Russia in the global economy and the implications for Canadian policy. (For complete text of order of reference, see proceedings of the committee, Issue No. 8)

The committee proceeded in camera.

It was agreed that senators' staff be allowed to stay in the room.

Pursuant to rule 92 (2)(f), the committee considered a draft report.

It was agreed:

That the draft report be adopted and that the chair table the report in the Senate;

That the clerk and analysts be authorized to make such changes to the report as directed by the committee; and

That the chair and deputy chair approve the report before tabling it in the Senate.

At 6 p.m., the committee adjourned to the call of the chair.
