The Standing Senate Committee on Foreign Affairs and International Trade met this day at 3:13 p.m., in room 9, Victoria Building, the chair, the Honourable A. Raynell Andreychuk, presiding.
Members of the committee present: The Honourable Senators Andreychuk, De BanØ, P.C., Downe, Finley, Fortin- Duplessis, Meredith, Moore, Nolin, Peterson, Smith, P.C. (Cobourg), Stewart Olsen and Wallin (12).
In attendance: Natalie Mychajlyszyn, and Simon Lapointe, Analysts, Parliamentary Information and Research Service, Library of Parliament; and Mona Ishack, Communications Officer.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, March 10, 2011, the committee began its consideration of Bill C-61, An Act to provide for the taking of restrictive measures in respect of the property of officials and former officials of foreign states and of their family members.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-61, An Act to provide for the taking of restrictive measures in respect of the property of officials and former officials of foreign states and of their family members.
It was agreed that the title stand postponed.

The Standing Senate Committee on Foreign Affairs and International Trade met in camera, this day at 11:01 a.m., in room 160-S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, Chair, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Di Nino, Downe, Finley, Fortin- Duplessis, Nolin, Rivard, Robichaud, P.C., Smith, P.C. (Cobourg), and Wallin (10).
In attendance: Natalie Mychajlyszyn, Analyst, Parliamentary Information and Research Service, Library of Parliament.
It was moved that senators' staff be permitted to remain in the room for the in camera portion of today's meeting.
The question being put on the motion, it was adopted.
Pursuant to rule 92(2)(e) the committee considered a draft future agenda.
It was agreed that the committee monitor the implementation of Bill C-61, An Act to provide for the taking of restrictive measures in respect of the property of officials and former officials of foreign states and of their family members (Freezing Assets of Corrupt Regimes Act).
At 11:30 a.m., the committee resumed in public.
It was moved by the Honourable Senator Di Nino that the committee adopt the following draft budget application for its study on the political and economic developments in Brazil and the implications for Canadian policy and interests in the region for submission to the Standing Committee on Internal Economy, Budgets and Administration:
Professional and Other Services $ 9,400 Transportation and Communications $ 255,880 All Other Expenditures $ 8,810 TOTAL $ 274,090
The question being put on the motion, it was adopted.
It was moved by the Honourable Senator Finley that the committee adopt the following draft budget application, amended to allow for two senators to attend a conference, for its order of reference on issues relating to foreign relations generally for submission to the Standing Committee on Internal Economy, Budgets and Administration:
Professional and Other Services $ 4,000 Transportation and Communications $ 11,100 All Other Expenditures $ 1,900 TOTAL $ 17,000
