IE/2011-02-03/153(P) — Tour of the Parliamentary Precinct Construction Sites
The Chair informed the Committee that, as mentioned at the Committee's meeting of December 2, 2010, members would be invited for a tour of the different Parliamentary Precinct constructions sites in February. He indicated that the guided tour, by Public Works and Government Services Canada (PWGSC), of the West Block, Wellington Building and the Bank of Montreal Building would take place on Thursday, February 10th, 2011.

It was agreed that the Senate Administration be authorized to enter, following a competitive process, into a contract exceeding $100,000 for the replacement of the broadcast cameras in committee room 257-EB and that the equipment be purchased through the reallocation of existing funding in the 2010-2011 budget.

The Subcommittee on the Review of Committee Budgets and International Travel of the Standing Committee on Internal Economy, Budgets and Administration has the honour to present its
SIXTEENTH REPORT
Your subcommittee considered a request from the Honourable Senator Eggleton for approval to use the 64-points system to attend the 10th Annual North American Basic Income Guarantee Congress being held in New York, USA, from February 24 to 27, 2011. Your subcommittee recommends that approval be granted for the Senator to use the 64-point travel system to cover the cost of airfare, ground transportation, accommodation, and per diems in an amount not expected to exceed $2,400.
Your subcommittee would like to remind senators that, pursuant to the decision of the Committee on Internal Economy, Budgets and Administration dated May 7, 2009, ``a senator must, within 30 days of completion of the international travel, submit a detailed report to the Committee on Internal Economy, Budgets and Administration including the objectives of the travel, meetings held, achievements, costs and next steps; this report shall be tabled in the Senate as an appendix to a report of the Committee.''

Senator Oliver presented a business case from the Joint Interparliamentary Council (JIC) to host the 127th Interparliamentary Union (IPU) General Assembly in Quebec City in October 2012.
Concerns were raised regarding the costs, such as cultural events, gifts, facilities and operations and professional services.
After discussion, it was agreed that a revised budget be presented to the full Committee at its next meeting.

The Committee discussed the publication of newsletters and the issue of partisan content.
After discussion, it was agreed that a working group be established with a total membership of four composed of two members from the Government side and two members from the Opposition. The Steering Committee would appoint the members at its next meeting.
