The Standing Committee on Internal Economy, Budgets and Administration met this day at 8:33 a.m., the chair, the Honourable David Tkachuk, presiding.
Members of the committee present: The Honourable Senators Campbell, Carignan, Comeau, Cordy, Di Nino, Downe, Greene, Jaffer, Kinsella, Marshall, Munson, Poulin, Stewart Olsen and Tkachuk (14).
Other senators present: The Honourable Senator Dawson and Oliver (2).
In attendance: Mr. Gary W. O'Brien, Clerk of the Senate and other senior Senate officials. From the International and Interparliamentary Affairs Directorate: Eric Janse, Clerk Assistant and Director General; Elizabeth Rody, Chief of Protocol and Director of Events; and Astrid Ratzel, Conference Coordinator (IPU 2012).
IE/2011-03-03/172(P) — Adoption of Minutes of Proceedings
It was moved by Senator Comeau that the Minutes of Proceedings of February 10, 2011, public portion, be adopted.
The question being put on the motion, it was resolved in the affirmative.
IE/2011-03-03/173(P) — Interparliamentary Union (IPU) General Assembly — October 2012 — Quebec City
Senator Oliver presented a revised business case from the Joint Interparliamentary Council (JIC) to host the 127th Interparliamentary Union (IPU) General Assembly in Quebec City in October 2012.
After discussion, it was moved by Senator Tkachuk THAT
the Canadian Parliament host the 127th General Assembly of the IPU in Québec City, Canada in October 2012;
the Internal Economy Committee approve temporary funding of $785,543 for financial year 2011-2012 and $3,965,485 for financial year 2012-2013 for a total of $4,751,028, which will be shared using the usual formula (30% Senate, 70% House of Commons) between the Senate ($1,425,308) and the House of Commons ($3,325,720); and
any unspent approved budget from fiscal year 2011-2012 can be paid in fiscal year 2012-2013 and, if needed, any additional funding will be requested through Supplementary Estimates, provided that the total approved budget is not exceeded.
After debate, the motion was agreed to with one senator against.
At 9:05 a.m., the committee proceeded in camera.
At 10:05 a.m., the committee adjourned to the call of the chair.
