The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 11:15 a.m., in room 160-S, Centre Block, the chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Carignan, Chaput, Fraser, Hervieux- Payette, P.C., Joyal, P.C., Lang, Runciman, Smith (Saurel) and Wallace (10).

Other senator present: The Honourable Senator Angus (1).

Pursuant to the order of reference adopted by the Senate on Thursday, March 10, 2011, the committee began its consideration of Bill C-59, An Act to amend the Corrections and Conditional Release Act (accelerated parole review) and to make consequential amendments to other Acts.

At 12:35 p.m., the Honourable Senator Campbell replaced the Honourable Senator Hervieux-Payette, P.C., as a member of the committee.

It was agreed to invite Mr. Audcent, Law Clerk and Parliamentary Counsel, to the table to make a statement and answer questions.

At 1:06 p.m., it was agreed that, pursuant to rule 92(2)(f), the committee proceed in camera to consider a draft report.

It was agreed that senators' staff be permitted to remain in the room during the in camera portion of today's meeting.

At 1:20 p.m., the committee resumed in public.

The Honourable Senator Angus moved:

The question being put on the motion, it was adopted, on division, with the Honourable Senator Fraser dissenting.

It was agreed that the title stand postponed.
