The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:16 p.m., in room 2, Victoria Building, the chair, the Honourable Art Eggleton, P.C., presiding.

Members of the committee present: The Honourable Senators Braley, Callbeck, Champagne, P.C., Cordy, Dickson, Eggleton, P.C., Merchant, Ogilvie, Patterson and Seidman (10).

In attendance: Odette Madore and Sonya Norris, Analysts, Parliamentary Information and Research Service, Library of Parliament; and Molly Shinhat, Communications Officer, Communications Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Monday, June 28, 2010, the committee began its study on Canada's pandemic preparedness.

WITNESSES:

BC Centre for Disease Control:

Dr. Danuta Skowronski, Epidemiology Lead for Influenza and Emerging Respiratory Pathogens.

Public Health Agency of Canada:

Dr. David Butler-Jones, Chief Public Health Officer.

Mount Sinai Hospital:

Dr. Donald E. Low, Microbiologist-in-Chief.

As an individual:

Dr. Susan Tamblyn, Public Health Consultant.

The chair made a statement.

Dr. Butler-Jones, Dr. Skowronski, Dr. Low and Dr. Tamblyn each made a statement and, together, answered questions.

At 6:18 p.m., the committee suspended.

At 6:19 p.m., the committee resumed.

The Honourable Senator Seidman moved:

That the following special study budget application (Canada's pandemic preparedness) for the fiscal year ending March 31, 2011, in the amount of $ 1,550, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Summary of Expenditures

Professional and Other Services $ 900
Transportation and Communications $ 650
All Other Expenditures  
TOTAL $ 1,550

The question being put on the motion, it was adopted.

At 6:20 p.m., the committee adjourned to the call of the chair.

Dr. Paul Gully, Senior Medical Advisor.

Public Safety Canada:

Daniel Lavoie, Associate Assistant Deputy Minister, Emergency Management and National Security Branch.

The chair made a statement.

Mr. Lavoie, Dr. Tam, Dr. Gully and Mr. Mayers each made a statement and, together with Ms. Airth, answered questions.

At 12:31 p.m., the committee adjourned to the call of the chair.
